The TB Innovations and Health Systems Strengthening (TB IHSS) Project is a 5-year USAID-funded project that aims to strengthen national and regional level implementation of the National TB Strategic Plan by providing state-of-the-art capacity building and technical expertise to scale-up TB and DR-TB prevention, detection, and treatment. The Project will identify and help implement proven approaches to improve prevention, increase case detection rates, decrease default rates, and increase treatment success and cure rates across the continuum of care.

Objective

TB IHSS aims to help strengthen the role of the TB National Coordinating Committee (NCC) as the national multisectoral steering committee and coordinating, advisory, and recommendatory body of the National TB Program (NTP) for supporting nationwide capacity for program operations. Consistent with the Universal Health Care (UHC) objective of providing all Filipinos with affordable, comprehensive health care through a systemic approach and clear delineation of roles of key agencies and stakeholders, Among its strategic contributions include upstream technical assistance that enables the National Coordinating Committee (NCC) to maximize its inter-agency/sectoral platform to institute policies and advocacies in their performance commitments vis-à-vis their agency’s mandate and so strengthen the primary care system by addressing not just healthcare but also the social determinants of health thus providing a whole-of-person and community approach to TB care that is reflected in the Comprehensive TB Elimination Plan.

The comprehensive TB Elimination Plan mandates the Department of helath to adopt an integrated and comprehensive approach to health development an shall support and maximize its effort to eliminate TB through multisectoral approach.

Job Summary

The Senior Consultant is expected to perform the following:

· Provide technical assistance in strengthening NCC governance, specifically on the conceptualization and on the development of the Comprehensive TB Elimination Plan, addressing Social Determinants of Health (SDH) and develop a framework for this.

· Provide support in the development of this ‘plan’ that will entail alignment of each member agency’s mandate and priorities which may include economic and labor policies and systems, social norms and policies and other governance systems.

· Facilitate consultations with member agencies, DOH-DPCB, and other stakeholders for the development, refinement, and vetting of the Comprehensive TB Elimination Plan

Education/Qualifications:

· Bachelor’s degree or its international equivalent in economics, social sciences, epidemiology or public health, or other health-related field.

· At least 7 years of work experience in public health sector and/or social sciences. Experience in health policy formulation, implementation, monitoring and evaluation required;

· With previous experience working with development partners as well as the Department Of Health (DOH), other social development agencies and oversight government agencies;

· Experience working in a USAID project preferred

· Ability to deal with high level government officials and development partners

Work Location/Assignment

Location of work will be in Metro Manila.
