FHI 360 serves more than 70 countries and all U.S. states and territories. We are currently seeking qualified candidates for the position of: Senior Consultant for Climate Change Policy Analysis.

FHI 360 brings multi sectoral expertise to design, deliver, evaluate and scale solutions to environment and climate change (ECC) challenges. This integrated, 360-degree approach is needed to achieve sustainable, resilient, just and balanced outcomes for people and the planet.

FHI 360 seeks to hire a consultant to conduct an analysis on climate change policy at the global level and in Asia-Pacific to support this growing body of work. The ultimate goal is to help the ECC team understand the landscape of key climate policy at the global level and in Asia-Pacific, especially in the three ECC key focus areas (air pollution, plastics and the circular economy and climate-smart healthcare) and to help identify climate policy opportunities and actions FHI 360 can help advance.

The successful candidate will be offered an initial Consultant Agreement with the period of performance for up to three months.

Scope of Work

The consultant will develop, implement, manage, and conduct climate change policy analysis at the global level and in Asia-Pacific focusing on three ECC key focus areas (air pollution, plastics and the circular economy and climate-smart healthcare) and provide recommendations on climate policy opportunities and actions FHI 360 can help advance. S/he will work with ECC core team and connect with relevant actors, stakeholders and partners to design and implement a policy analysis. Responsibilities include but are not limited to the following:

  • Prepare a policy analysis work plan and protocol describing in detail the policy analysis process.
  • Conduct the analysis by collecting and reviewing existing policy documents, policy analyses and other relevant published and grey literature and by interviewing representatives of relevant organizations, actors, stakeholders and partners, as appropriate.
  • Produce a policy analysis report, including a PPT summary which also provides recommendations on climate policy opportunities and actions FHI 360 can help advance.
  • Provide briefings to FHI 360 staff on the results of the policy analysis.

Location of Work: Working remotely or Bangkok, Thailand

Qualifications

Desired Qualifications include:

  • At minimum, a master’s degree in climate sciences, environmental sciences, earth sciences, natural resource economics, political science or related social sciences.
  • Demonstrated experience with analyzing data and creating specifications for reports based on needs/requests.
  • A minimum of seven years of professional experience in conducting analyses and writing reports, journals, articles or other types of written materials on environmental and/or climate change-related policy and issues.
  • Must be able to read, write and speak fluent English.
  • Excellent analytical and organizational skills and attention to detail.

Evaluation Criteria: Proposals will be evaluated in accordance with the following criteria:

Indicator : At minimum, a master’s degree in climate sciences, environmental sciences, earth sciences, natural resource economics, political science or related social sciences.

Indicator : Quality of service based on prior work references, samples and CV

Proportion : 60%

Indicator : Daily rate in USD

      • FHI 360 may reject any or all responses received
      • Issuance of the solicitation does not constitute an award commitment by FHI 360
      • FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions
      • FHI 360 will not compensate any offeror for responding to solicitation
      • FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion
      • FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities
      • FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition
