The Norad Supported SC Program: Inclusive Education with a focus on disability inclusion

Save the Children Norway (SCN) was awarded a comprehensive framework agreement by the Norwegian Development Agency (Norad) in 2019. The framework aims to secure children’s rights to education and protection, focusing on gender equality and disability inclusion. Thus, “leaving no child behind.”

The Norad programme is implemented in 12 countries. The SCI country offices (COs) and partner organizations have identified critical challenges in each country, including the exclusion of children with disabilities in education.

The scope of the consultancy

SCN seeks a consultant to evaluate the “Leaving no child behind” programme from 2018 to 2021. SCN is particularly interested in the programmes implemented in Palestine, Guatemala, and Mozambique and aims to conduct fieldwork in at least two countries.

The objectives of the study

The primary purpose is to understand the barriers in programming for children with disabilities in line with the programme’s ambitions of “leaving no child behind” and allowing SCN to be self-critical and reflective.

The consultants should provide SCN with clear guidance and recommendation on how to ensure the inclusion of children with disabilities in education. They should also provide advice and recommendations on strengthening partnerships with organizations for people with disabilities. In addition, SCN seeks to:

  1. Deepen its understanding of the barriers children with disabilities face in accessing education, improving learning outcomes, and how to help children with disabilities by addressing such barriers.
  2. Understand the internal and external barriers to programming for disability-inclusive education.
  3. Identify gaps in the NORAD programme, including the design, capacity, instruction/guidelines, and support (internal and external). This analysis will inform the next framework design for more effective inclusion.
  4. Document learning/best practices from two program countries (Palestine, Guatemala, or Mozambique), including program design, support, and focus on overcoming barriers that children with disabilities face in accessing education and improving learning outcomes.

A focus on how COVID-19 (or similar crisis) has impacted the Norad programme is desirable. How did the adaptions in education impact children with disabilities and their access (right) to teaching/learning? How inclusive were so-called “return to education campaigns” and actions?

The findings and lessons learned from the study will be translated into actions in a management response plan and included in the planning and design of future programmes.

The Terms of Reference (ToR) includes a comprehensive description of the consultancy and the evaluation questions.

Deliverables

  1. An inception report not exceeding 20 pages, excluding annexes.
  2. A case study report of the selected countries.
  3. A draft of the final report.
  4. The dataset will be submitted, including the quantitative and quality assessments and transcripts.
  5. A presentation of preliminary findings (webinar).
  6. A final report not exceeding 45 pages, excluding the executive summary and annexes.
  7. An executive summary.

Timeline

September 1, 2022: Recruitment.

September 23, 2022: The inception report.

October 2022: data collection.

November 1, 2022: a draft report and a draft presentation (webinar).

December 1, 2022: The final study report and executive summary.

The duration of the consultancy is estimated to be 30 working days. This does not include time for SCN to provide input and feedback.

We are looking for a consultant with the following competencies and skills

  • Relevant university education.
  • Desired language skills: Arabic, Portuguese, and Spanish for fieldwork.
  • Extensive experience organizing and conducting fieldwork.
  • Extensive experience with qualitative research methodology and report writing.
  • Experience working with education programs, particularly in inclusive education.
  • Experience from the refugee/IDP/ humanitarian sector.
  • Experience presenting recommendations to large organizations and complex information.

SCN will select the potential candidate based on the technical and financial proposals submitted.

The consultant must be available for an interview between August 21 and September 1, 2021.

The starting date of the consultancy will be as soon as possible and upon agreement, preferably by September 15, 2022.
