Job Title: Senior Communication Specialist

Department/Location: Conflict, Crisis and Governance / Bamako, Mali

Reports To: Chief of Party

Type: Regular Full-Time

Classification: This is a managerial, exempt level position and is not eligible for overtime pay.

Overview: IBTCI is currently seeking a Senior Communication Specialist for a proposal for the five-year Mali Monitoring, Evaluation and Learning (MEL) Platform. The purpose of this project is to establish a monitoring platform which will 1) conduct third-party monitoring on behalf of USAID Mali; 2) conduct data quality assessments data collected in non-permissive environments; and 3) provide logistical support for external USAID Mali meetings/events. This position is contingent on award and is open to third country nationals and local nationals only.
Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Develop communications strategies for internal and external communications, outreach programs and activities in coordination with USAID/ MALI.
  • Write and edit USAID/Mali outreach and communication materials including but not limited to fact sheets, situation reports, public presentations and briefing materials for external audiences including the public, the media,
  • Ensure that final documents for senior management review are well organized, follow appropriate formats, contain the required information, and are written in clear and easily understood language while maintaining accuracy in terms of technical content.
  • Take and ensure high quality photographs are taken by field monitors for USAID/Mali use during M&E site visits.
  • Draft social media posts for Mission use on Twitter and Facebook.
  • Develop USAID standard Success Stories as well as content for use on the USAID/Mali Medium blog and Exposure page that incorporate M&E data.
  • Summarize and package key results data from M&E activities in visually attractive ways based on USAID Graphics Standards design guidance for public dissemination.
  • Produce 10 videos in (English and French subtitles) about USAIDs work in Mali annually.
  • Monitor and report on IP branding and marking compliance during M&E site visits.
  • Coordinate with USAID/Mali DOC Team to ensure that public opinion polling and baseline studies capture data for use in strategic communications planning and assessment.
  • Contribute to the development of and participate in learning and training events as needed.
  • Other duties as assigned.
    Qualifications

Preferred Knowledge, Skills and Abilities:

  • Management, with remote management experience a plus.
  • Previous experience on a USAID-funded award.
  • Development and oversight of communication of project activities.
  • Prior experience working in Mali preferred.

Minimum Requirements:

  • At least five (5) years’ of progressive professional experience in the field of communication.
  • Demonstrated experience in leading a communication team and demonstrate a solid competency in oral and written communications
  • Excellent interpersonal skills.
  • Ability and willingness to work for extended periods in insecure and diverse environments
  • French Level III (General Professional Proficiency) and English Level III (General Professional Proficiency).

Education: Bachelor’s degree in communication, journalism or other discipline related to communication or radio-diffusion.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibilities: This position does have supervisory responsibilities.

Travel: Domestic and international travel may be required and may include travel to fragile and/or conflict-prone zones.
