Job Title: Senior Learning Specialist

Department/Location: Conflict, Crisis and Governance / Bamako, Mali

Reports To: Chief of Party or other personnel as designated

Type: Regular Full-Time

Classification: This is a managerial, exempt level position and is not eligible for overtime pay.

Overview: IBTCI is currently seeking a Senior Learning Specialist for a proposal for the five-year Mali Monitoring, Evaluation and Learning (MEL) Platform. The purpose of this project is to establish a monitoring platform which will 1) conduct third-party monitoring on behalf of USAID Mali; 2) conduct data quality assessments data collected in non-permissive environments; and 3) provide logistical support for external USAID Mali meetings/events. This position is contingent on award and is open to third country nationals and local nationals only.
Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Review the Mission CLA Plan to identify strengths and opportunities and provide actionable recommendations.
  • Work closely with USAID/Mission staff to identify CLA priorities and plan and develop relevant activities.
  • Lead the delivery of trainings, workshops and other learning events with USAID, implementing partners, and local evaluation firms in Mali.
  • Design and facilitate stocktaking exercises with various USAID entities.
  • Conduct annual Country Development Cooperation Strategy Portfolio Reviews
  • Assess and track USAID mission and Implementing Partner Staff capacity; design and facilitate capacity building opportunities through interactive training sessions, brown bag presentation and/or any other appropriate format.
  • Spearhead Local M&E Firm Capacity Development in a three phased approach so that partners organizations can apply for, win, and successfully manage MEL work with IPs and USAID.
  • Support evaluation and monitoring teams through providing input to design of lessons learned capture, after-action- reviews, scenario planning events, and pause-and-reflect workshops.
  • Write reports related to CLA activities including – but not limited to- training reports, event reports, and quarterly and annual reports.
    Qualifications

Minimum Requirements:

  • At least ten 10 years’ experience supporting donor-funded projects in Africa or elsewhere.
  • A minimum of ten years of progressive professional experience in communication, action learning and knowledge management, a strong background in monitoring and evaluation.
  • Experience in organizational learning and knowledge management with a proven understanding of monitoring, evaluation and learning concepts, methods, and approaches.
  • Have experience in designing, facilitating tailored learning activities including event management.
  • Have in-depth knowledge of development theory, systems thinking, and organizational change management.
  • Familiarity with USAID policies related to evaluation and performance management.
  • Strong written and oral communication and excellent interpersonal skills.
  • Ability and willingness to work for extended periods in insecure and diverse environments.
  • French Level III (General Professional Proficiency) and English Level III (General Professional Proficiency).

Preferred Knowledge, Skills and Abilities:

  • Previous experience on a USAID-funded award.
  • Development and oversight of learning systems for clients.
  • Prior experience working in Mali preferred.

Education: Master’s degree in development or a related development field, such as Economics, Evaluation

Sciences, Political Science, Public Administration, Business Administration, or other discipline related to

Development assistance required.

Travel: Domestic and international travel may be required and may include travel to fragile and/or conflict-prone zones.
