As the Senior Business Development Manager, you will lead across the Business Development lifecycle building a robust US and European donors pipeline. You will also be responsible for managing and coordinating teams, processes, and systems to meet annual revenue and partnership targets. You will drive coordination across Hala’s internal teams: Product, Engineering, Data and Analytics, Compliance, Finance, and the C-suite to facilitate the development of high-quality proposals. You will ensure adherence to BD processes, procedures, and timelines to deliver strategically aligned, technically and financially sound submissions.

We are seeking candidates based in or around the Washington DC area.

This position works remotely, though periodic meetings are anticipated with USG donors and partners in the DC area. The yearly salary range is $125,000 – $140,000.

We’ll trust you to:

This role actively assists Hala’s Leadership with the development, management, and execution of the Public Sector BD strategy and pipeline and partnership development toward the acquisition of new USG and European donor funded contracts, grants, and subcontracts.

Representation & Partnership Development

  • Cultivate and deepen connections with contacts and partners for key customers including DoS and USAID

  • Maintain up-to-date knowledge on thematic areas of stabilization, peacebuilding, conflict resolution, and Mission CDCS.

  • Develop USG and subcontracting engagement plans for a portfolio of targeted Hala countries working collaboratively with internal Hala teams to execute.

  • Conduct engagement trips to USG clients primarily in Washington D.C..

  • Develop tailored pitch decks to engage across clients, partners, and key stakeholders.

  • Lead key customer and partnership meetings.

  • Maintain a robust network of donors, prime contractors, and international NGO partners.

Pipeline Development

  • Grow and manage a public sector pipeline to support the achievement of company financial targets.

  • Monitor, scan and evaluate contract opportunities from various funding sites that align with Hala’s strategic goals and capabilities.

  • Actively scan bid sites and relevant tender/partner networks to identify new pipeline opportunities.

  • Evaluate new opportunities and contribute to go/no-go decisions based on various criteria including alignment with core competencies.

  • Undertake robust research to qualify the pipeline and inform the development of high-quality proposal efforts.

  • Keep internal trackers up-to-date including the BD pipeline & forecast trackers with direction from the director.

Technical & Cost Proposal Development

  • Lead and manage the preparation of technical and cost proposals guiding the day-to-day activities of Hala’s proposal teams.

  • Facilitate design and review sessions and develop supporting materials such as solicitation checklists, technical compliance matrices, technical outlines, and calendars.

  • Write sections of technical proposals, as required.

  • Support Hala’s Compliance team in developing competitive cost proposals.

  • Provide advisory support with public sector pricing strategies, USG subcontracting mechanisms, and subcontractor pricing negotiations to support the achievement of company targets.

  • Lead subcontracting engagements with prime contractors and INGOs ensuring timely delivery of required technical, cost, and supporting documents.

  • Manage the coordination and submission of all final technical and cost proposal submissions.

  • Mentor junior staff.

We’d love to see:

  • +5 years of management experience

  • Bachelor’s degree in International Affairs/Development or related field

  • Successful track record of leading winning USAID and DoS contracts and grants

  • Successful track record of securing subcontracting relationships with prime contractors and INGOs

  • Key relationships across USAID and DoS Bureaus and the contracting community in Washington D.C.

  • Experience managing across the entire business development cycle from capture to award

  • Experience developing public sector cost proposals and pricing strategies

  • Experience with a wide variety of USG subcontracts and contracts (e.g. fixed price, time-and-materials, cost reimbursement).

  • Knowledge of USAID regulations and policies (such as FAR and AIDAR).

  • Professional fluency in written and spoken English

  • Ability to work under pressure with tight deadlines

  • Excellent communication skills, both written and verbal

  • Excellent organizational skills
