Senior Anti-Corruption Technical Experts, DOS EUR/ACE Evaluation of Anti-Corruption Projects, BiH and North Macedonia

Proposal Objective:

SI is pursuing an 11-month contract to conduct a performance evaluation and meta-analysis of 18 anti-corruption projects funded by USAID and INL in Bosnia and Herzegovina (BiH) and North Macedonia. The purpose of the evaluations is to assess the effectiveness of these partners’ past and ongoing anti-corruption projects, to inform future funding decisions by EUR/ACE, and to identify and apply lessons learned from the evaluation to future anti-corruption programming in the region. The intended audience is the implementing partners plus ACE, EUR, INL, U.S. embassies, USAID Missions in Europe, Eurasia, and Central Asia, and OSCE.

Position Description:

SI is seeking two consultants to serve as Senior Anti-Corruption Technical Experts advising the evaluation team on appropriate aspects of anti-corruption project design, implementation and training to guide the evaluation design and methods.

The Experts will travel potentially up to two trips to Bosnia and Herzegovina (BiH) and North Macedonia and one trip to Washington, DC. Level of effort is approximately 65 days over the 11-month period of performance.

Responsibilities:

  • Provide guidance on the evaluation design and methods, with regard to anti-corruption assistance and training.
  • Participate in the fieldwork, including focus groups and key informant interviews, data analysis and presentation of findings and recommendations.
  • Advise on survey forms, focus group guides, and key informant in-person and phone interview guides.
  • Support the Evaluation Team Leader in submitting the summary findings, conclusions, and recommendations for ACE approval.

Qualifications:

  • Postgraduate qualification in Governance, International Relations, Evaluation, or another relevant field.
  • At least 10 years of senior-level work experience in anti-corruption activities and training, as well as related evaluation activities; anti-corruption experience in Europe and Eurasia is preferred.
  • Knowledgeable and experienced in relevant aspects of anti-corruption project design, implementation and training and a wide range of online and in-person training methods, as well as the use of before and after training testing.
  • Experience working on assistance to counter corruption in Europe and Eurasia.
  • Technical competence in relevant judicial, prosecutorial, and investigative processing of anti-corruption cases, especially countering vulnerability to corruption.
  • Technical competence in relevant judicial, prosecutorial, and investigative processing of anti-corruption cases.
  • Skills and experience in anti-corruption assistance and related training for judges, prosecutors, and investigators.
  • Experience as designers and deliverers of anti-corruption training in the Europe and Eurasia region, in a wide range of training methods.
  • Skilled in the collection and analysis of statistical data from surveys and before-and-after training testing.
  • Experienced in a wide range of online and in-person training and data collection methods, as well as the use of before and after training testing in anti-corruption counter vulnerability techniques.
  • Experience in secure remote data collection and analysis.
  • Work and sociocultural analysis experience the following target countries: BiH and North Macedonia, preferred.
  • Ability to and willingness to travel to BiH and North Macedonia.
  • Fluency in written and oral English at the level of a native speaker required. Russian language skills preferable.
