The Regional Office West and Central Asia of Diakonie Katastrophenhilfe is seeking consultancy services to conduct organizational capacity assessments and development plans for several organizations in Syria, Turkey and/or Iraq. The overall objective is to support the DKH Regional Office (DKH RO) in Amman to grow its partner base in Syria following a pre-defined 3-tier systematic assessment approach (eligibility assessment, in-depth capacity assessment and capacity development).

Tasks of the assignment:

• Conduct eligibility assessment of selected partners based on DKH pre-defined eligibility criteria
• Conduct In-depth capacity assessment of pilot-project partners, with 2-4 partners
• Develop strategic and structured capacity building plan addressing the gaps identified for all partners DKH decides to engage in larger-scale programming with (2 to 3 partners), including the monitoring, evaluation and delivery of the identified capacity building measures.

• Capacity building plans and indicators

• Ensure at least two experts in the team with:
• An internationally acknowledged certificate(s) in International Humanitarian Law (or similar relevant field)
• A recognized Financial Management certificate (e.g., CFA, CMA, etc)
• Proof of relevant experience in the field of humanitarian aid of the staff in charge of the assessment
