Colombia Analysis Hub

In 2021, ACAPS joined the Mecanismo Intersectorial de Respuesta en Emergencias (MIRE – Intersector Emergency Response Mechanism), composed of NRC, AAH, ApS, and MdM and funded by ECHO. The ACAPS Analysis Hub provided analysis on the armed conflict in Colombia and its humanitarian impact and an evidence base for humanitarian decision-making, enabling a more effective and more efficient humanitarian response. The analysis produced by ACAPS furthermore helped to provide visibility to the humanitarian impact of the conflict.

The project ended in March 2022. Following this first experience, ACAPS established a new consortium with IMMAP and REACH, focused on information management and analysis and led by IMMAP: the EVIDEM consortium (Evidence-based Decision-making). Through this new collaboration, ACAPS will provide independent analysis and technical support to contribute to a strengthened humanitarian response, creating a robust evidence base for strategic, program and operational decision making. ACAPS analysis products are multi-sectorial in scope, and integrate descriptive, contextual, in-depth anticipatory analysis, using human-centered approach to understand how diverse population groups in complex environments are affected by multiple risks, including a gender and protection approach. The association of those 3 partners will allow better coherence and efficiency in delivering information management and analysis products to the wider humanitarian sector in Colombia, including continued support to the MIRE mechanism, and will support better decision making.

Responsibilities

Management of production of analytical products

  • Jointly with the Project Manager ensure effective processes of planning, production, and timely delivery of analytical reports
  • Manage the process of production of analytical products from design to publication
  • Establish realistic timelines for the products
  • In collaboration with the Project Manager ensure overall coordination of resources needed for the products (analysts, ACAPS and external experts, editors etc).
  • As Product Manager, provide feedback to the Product Lead(s) on content, structure, and quality of the analysis.
  • Ensure collaboration between different parts of the team (data collectors, data analysts, information analysts, experts) to deliver high quality analysis with support of the Project Manager.

Oversight over the quality of analysis and technical support

  • Jointly with the Project Manager ensure high methodological standards and high quality of analysis
  • Ensure mechanisms to gather and analyse feedback on the impact of produced analysis
  • Design, develop, and produce analysis according to ACAPS methodology
  • Provide feedback to the researchers/analysts on design, content, structure and quality of the analysis

Partnerships and Networking

  • In collaboration with the Project Manager and other analysts on the team, develop and maintain a list/informal network of key interlocutors for information (including sector and agency level)
  • Represent ACAPS at key working group meetings in order to provide input and promote ACAPS products.
  • In collaboration with the Project Manager liaise and coordinate joint analysis with key humanitarian stakeholders and other key IM colleagues.
  • Provide technical analytical support to local and international humanitarian actors as required in the project proposal.
  • Support the Project Manager in fundraising efforts and donor engagement for the continuation of the project, e.g. input to concept notes and presentations to donors.

Secondary data analysis

  • Review assessments, reports and information products on Colombia to understand the information landscape and current gaps
  • Contribute to the establishment and maintenance of the project information management systems and ensure that internal and external needs for information are processed in a structured and efficient manner
  • Support the overall informational needs of the humanitarian response in Colombia through the compilation, synthesis and analysis of relevant qualitative and quantitative information
  • Contribute to the creation of tools to facilitate the ongoing analysis and sharing of data and information that support evidence-based decision making

Knowledge and experience

  • Master’s degree, preferably in humanitarian action, management, social sciences, international relations, research, or international development.
  • Bachelor’s degree with an additional 2 years’ experience will be accepted instead.
  • At least 5 years of professional experience in the humanitarian sector, including at least 1 in the field.
  • Demonstrated analytical skills and written clarity, including ability to understand complex concepts and problems and synthetize information.
  • Demonstrated problem solving skills and results oriented approach. Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Management experience
  • Ability to assess data reliability and identify bias. Ability and confidence to make judgment calls when interpreting ambiguous data.
  • Demonstrated experience in designing and conducing analysis in humanitarian contexts
  • Training and proven understanding/application of quantitative and qualitative research and analysis methods (mixed and multi).
  • Proven experience working with civil society and local partners.
  • Networking skills and proven ability to form successful partnerships
  • Demonstrated ability to take initiative, manage own use of time and self-motivate.
  • Fluent written and oral communication skills in English
  • Proven cooperation and inter-personal skills, including proven capacity to work very efficiently in a team.
  • Flexibility (including regarding working hours)

About ACAPS

ACAPS provides high quality, independent and multi-sectoral humanitarian analysis. This enables crisis responders to better understand and consequently to better address the needs of the affected population, as well as strengthening the assessment ecosystem. ACAPS achieves this through:

  • Independent evidence for humanitarian decision-making – Providing a complementary perspective to donors and operational agencies needs assessments, driving more robust decision-making processes.
  • An outlet for sensitive analysis – Assessment and analysis are increasingly becoming politicised, and it is risky for operational actors to publish sensitive analysis. As a non-operational agency and independent service provider ACAPS is less constrained by the sensitivity related to mandates.
  • Outsourcing efficiency – Providing donors and others, who often do not have their own independent analytical capability, with a reliable rigorous analysis in support of decision making.
  • Driving effectiveness and efficiency – Better decision-making should result in the effective use of resources resulting either in more people being assisted or better quality of response.
  • Evolution, innovation and progress – Acting as an incubator for new ideas, and an advocate for methodological improvement and change.
