PROGRAM SUMMARY:

Project HOPE is proposing to implement a BHA-funded program in Haiti to support cholera response and protection needs. The program, focused in the Health, WASH sectors, and Protection sectors, will support Cholera Treatment Centers and Cholera Treatment Units attached to Primary Healthcare Centers (PHC)s and Hospitals in targeted sites and their catchment areas, in addition to WASH interventions and community health outreach activities for Health, WASH, and Protection sectors. The initial program duration is anticipated to be 1 year, with possibility for extension as funding and program priorities allow.

POSITION SUMMARY:

Project HOPE is seeking a Security Manager to oversee the implementation of a BHA-funded program in Haiti, LDS-funded procurement and distribution, and any additional funding that may be awarded during the program period.

PRINCIPAL RESPONSIBILITIES:

  • To be a focal point for Safety and Security issues for all Project HOPE programs and operations in Haiti, giving constant advice regarding Safety and Security to the Operations Director
  • Liaise with Global Security Manager (GSM) in terms of information collection, analysis, and dissemination regarding the security situation in Haiti and its neighboring countries
  • Supports the team with access, security risk assessments and field visits in-country and neighboring countries
  • Maintaining a robust reporting system including Sitreps, Weekly Reports, which keep the Operations Director and GSM abreast of all contextual and security developments in Haiti, and the analysis of those developments; deliver immediate Flash Reports when an incident impacting or likely to impact Project HOPE in Haiti occurs.
  • Incident Reporting, Tracking, Mapping, & Analysis: to maintain tools for Security Incident Information Management, ensuring that Incident Reports are submitted on time, that incidents are tracked and analyzed and that lessons are learned.
  • Provides support in conducting security risks assessment and provides advice on security measures as well as on latest trends and threats to staff
  • Security & Context Briefings: to provide security briefings (personal security and context) as part of the induction for new Project HOPE staff in Haiti and visitors to Haiti, as well as Context Briefings at program and grants meetings.
  • Evaluate existing Safety and security measures to determine their appropriateness and identify areas needing improvement
  • Assists in updating and monitoring the compliance with the Security Risk Management measures and Standard Operating Procedures established in Haiti
  • Maintains regular contacts with OSAC, UNDSS, INSO and Security Focal Points of other humanitarian agencies
  • Participate in internal meetings and represents Project HOPE in INSO Security Coordination meetings
  • Assists the head of the office in implementing decisions taken at the SMT
  • Identifies the needs and facilitates the procurement for necessary security equipment in line with the recommended preventive and mitigation measures based on the security risk management process
  • Liaises and coordinates with the local government security agencies
  • Assists in all security related requirements when requested
  • Assists in the implementation of Business Continuity Plans in the region
  • Assists in maintaining updated personnel lists and submit to Global Security Manager
  • Provides general administrative assistance to the regional emergency response teams in Haiti
  • Security Manager will have supervisory oversight over: Contracted Security Guards and Security Officer within the region
  • Performs other duties as requested by the supervisor

MINIMUM QUALIFICATIONS:

  • High level of spoken & written English and Creole.
  • Previous experience from humanitarian sector and insecure environment
  • Experience with security / access aspects of INGOs operations
  • Bachelor’s degree level qualification in International Relations, Conflict Resolution, or similar discipline
  • At least 3 years field experience of Safety and Security management
  • Proven ability to produce timely situation reports and analysis of events
  • Proven ability to design and maintain Security SOPs and guidelines
  • Experience in liaising with various security agencies
  • Broad-based knowledge and understanding of the political, social, and security situation in Haiti
  • Sound judgment, analytical and diplomatic tact
  • Experience with an INGO or similar with responsibility for Safety and Security management.
  • Experience in designing and providing safety and security training

  • Emergency deployments may be in resource-deprived environments with austere living conditions.
  • Travel for extended periods may be by air and/or other modes of transportation.
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
