GRC is an international human rights law and development firm based in the Hague, committed to promoting international law, particularly international humanitarian law (IHL) and human rights. Our BHR team works on a number of projects globally, in collaboration with governments to strengthen the regulatory environment, with businesses to raise their standards, and with civil society organizations (CSOs) and communities to build capacity on access to remedy for human rights violations.

We are looking for a candidate to join our team as Security Manager for the Ukraine programs.

DUTY STATION: The job will be based in Ukraine
CONTRACT DURATION: 6-month contract with a possible extension.

OBJECTIVES

The identified figure will ensure the safety, security, and integrity of GRC staff, assets, premises, and programs in Ukraine and neighboring countries, in particular by constantly monitoring and anticipating security risks, and designing and enforcing context-specific risk mitigation rules and procedures. He/She will be in charge of preparing and updating contingency and evacuation plans and providing all GRC staff with appropriate security training.

DUTIES AND RESPONSIBILITIES

Context & Risk analysis

  • Develop and regularly update the country’s security profile (with regards to the socio-economic, political, and/or military situation in the country, the country’s criminality profile, the nature of ongoing conflicts or crises climatic & seismic hazards, and health risks).
  • Keep informed of all security developments in Ukraine and provide recommendations for travel
  • Conduct security assessments/provide recommendations for office/apartments/other accommodations in Kyiv
  • Follow-up on major country events and developments;
  • Develop security trend analysis;
  • Ensure the internal incident tracking system is utilized properly;
  • Fill in and regularly update the Risk Analysis Matrix (threat, likelihood, impact, level of vulnerability, level of risk);
  • Carry out security assessments of new GRC areas, if any;
  • Design and drill a security communication tree.

Develop and update Country Security Plans, Contingency Plans, and implementation

  • Draft and regularly update the Country Security Plan (CSP) in coordination with the International SOS security team;
  • Draft and regularly update and implement evacuation and contingency plans. Coordinate evacuation of staff members in the event of a security or health emergency;
  • Ensure preparedness for evacuation and contingencies (check contingency kits, first aid kits, etc.);
  • Go to field visits with Local and international staff as needed and advise the security protocols.

Daily Security Management

  • Controlling budgets for security operations and monitoring security expenses;
  • Tracking local and international staff whereabouts on a spreadsheet and update daily basis;
  • Coordinate travel in/and out of Ukraine for expats (recommend routes/monitor while en route for safety);
  • Coordinate with a local security company when traveling out of Kyiv;
  • Ensure systems are in place for monitoring the security of teams when leaving Kyiv;
  • Coordinate and monitor security activities to ensure that safety and security policies and procedures are implemented;
  • Ensure that all field staff are fully cognizant of prevailing security threats and fully advised on means to reduce their vulnerability to those threats;
  • Monitor the security preparedness of country staff and enforce staff compliance with internal security rules and SOPs, ensuring they are communicated to all staff and understood;
  • Set up and control the implementation of mitigation measures and security rules according to the local context;
  • Conduct regular security inspections;
  • Analyse data to form proposals for improvements (e.g. implementation of new technology);
  • Point of contact with the International SOS Security team and the One Advent Insurance team.

Training and briefing

  • Conduct security briefing for each new international staff arriving in the country;
  • Train national staff to increase their awareness and sense of responsibility;
  • Conduct any staff security training that is warranted (HEAT, training to drivers and guards, evacuation drills, fire safety, etc.) with the necessary approvals;
  • Attend meetings with other managers to determine operational security needs.

Crisis Management

  • Adapt crisis management protocols to the local situation;
  • Act as a key member of the Crisis Management Team so that safety policies and procedures are implemented.

Ensure external representation

  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the GRC Code of Conduct, values, and policies with regard to internal and external stakeholders

ATTRIBUTES AND EXPERIENCE

  • At least 5 years of experience in a similar role
  • Experience working in a post-Soviet country/system
  • Fluency or competency in Russian
