Responsibilities:

  • The Security and Liaison Officer is responsible to work under the direction of the Deputy Liaison Manager for the coordination and management of Southern Iraq Project Security and Liaison issues.
  • Good knowledge of the political situation in Iraq, particularly in Basra and Muthanna surrounding districts based on operational need;
  • Understand and familiar with ISF structure; and whom are the relevant commanders for each area;
  • Excellent cooperating ability, both with national and international personnel;
  • Good written & spoken English & Arabic, able to handle official communications;
  • Able to mediate and negotiate between parties – including interpretation;
  • Familiarity with commonly used computerized software (Outlook, Word and Excel);
  • Communicative, mature, and responsible;
  • Good understanding of NPA policies, including security, discipline, and HR;
  • Work within the framework of NPA core values;
  • Solving problem orientation.

General Responsibilities:

The Security & Liaison Officer will form an integral part of the NPA Iraq Southern project management team and will be responsible for the liaison between NPA and government departments and offices, at the governorate and local levels.

 

Liaison responsibilities include but not limited to:

  • Establish a key point of contact with ISF, Government offices at Basra and Muthanna, and surroundings districts levels;
  • Act as NPA’s point of contact and facilitator with the RMAC South in coordination with Project Management (Project Manager and Senior TFM)
  • Report to, and conduct tasks as requested by both South Iraq Project Management and Deputy Liaison Manager as required
  • Responsible for obtaining all licenses and permissions NPA South required to conduct its activities;
  • Responsible for coordination of vehicle movement permissions, and managing the renewal process of vehicle movement permissions for all NPA South staff with the Logistics and HR;
  • Provide assistance to the Logistics team when requested and approved by PjM; (customs, movements, etc)
  • Coordinate with Gov NGO agencies in Basra and Muthanna for reporting, registration or other purposes;
  • Conduct interpretation duties for international staff when dealing with those offices;
  • Be available to assist and support NPA expatriates when needed even after working hours;
  • Responsible to support Deputy Liaison Manager in the management, filing on SharePoint and drafting correspondence with government offices and other external agencies;
  • NPA offices registration and update information with related government offices and Mukhtars;
  • Sustain relations and keep informed stakeholders mapping for political, security, and tribal;
  • Suggest and arrange meeting with important stakes holders in coordination with PJM & DLM;
  • Be able to travel frequently and stay nights to Muthanna base and camp as required or other locations.

  • 2 years diploma or Bachelor’s degree in English, social studies, political science, or legal.
  • Experience in the mine action sector;
  • Experience in working with International NGOs;
  • Experience in working with various government agencies in Basra and Muthanna
  • Experience coordination with ISF
  • Cultural & tribal knowledge
  • 3- over years’ relevant experience as a liaison or similar duties in South Iraq
  • Very good references

Other qualifications: (Essential):

  • Manual driving license and able to drive long distances independently.
  • Iraqi passport holder or able to gain a passport on employment.
  • Written & verbal proficiency in English and Arabic.
  • Willingness and ability to travel inside the country and internationally.
