Corus is committing $11.5 million to respond to this crisis. Our Humanitarian Action team is identifying and working with partners in and around Ukraine to rapidly develop programming plans based on short- and long-term needs. We are bringing together expertise from our Corus organizations IMA World Health, Lutheran World Relief and CGA Technologies.
Statement of Work / Consultancy
The opportunity: Corus International is committed to supporting our local response team and partners by providing robust site and off-site security support. To assist in this effort, Corus International is seeking an experienced security consultant with familiarity of the social and political dynamics of the region, preferably fluency in Ukrainian, but Russian language fluency is necessary if Ukrainian is not spoken.
This consultant will be based in the region and expected to provide overall security support to Corus operations within Ukraine. This will include travel to various locations in Ukraine where Corus will be working with partner organizations, providing security briefings and coordinating travel and operations with staff.
This consultant will report directly to the Chief Humanitarian Officer and will work closely with numerous Corus teams, including International Programs and Operations.
Proposed Activities/Tasks
- Collaborate regularly with key staff
- Closely track and monitor military activity across the region with specific emphasis on the evolving situation in Eastern Ukraine and potential escalation to additional regions
- Conduct security reconnaissance and data collection for any potential sites where Corus plans to be operating
- Coordinate closely with team through operational support such as transportation and lodging arrangements including but not limited to evaluation of potential office spaces, hotel security, safe and alternative travel routes, bomb shelter access, and travel safety.
- Accompany occasional high profile trips of Corus staff within Ukraine
- Act as security liaison between HQ security team and field team to ensure best collaboration.
- Development of a rapid response extraction plan
- Liaise with other implementers at program sites and provide security support to Corus partners
- Monitor local INSO reports
Key Deliverables
- Pre-trip evaluation reports for any scheduled travel for local and visiting Corus response team.
- Weekly situation reports outlining the go/no-go areas, recent updates to the security situation, travel restrictions, and planned activities for the following week.
- Development of a rapid response extraction plan in collaboration with the Corus Senior Director of Global Security.
Preferred Qualifications And Competences
- 10+ years’ experience as a security advisor or similar position in areas of high and unpredictable conflict
- Experience working with NGOs in humanitarian context
- Demonstrate a high level of technical expertise; the ability to anticipate situations at risk of high unrest, create comprehensive strategies and plans in complex, multi-faceted settings; and a keen awareness of and connections in this sector.
- Experience working with executive-level US-based and international staff
- Strong writing and speaking skills in English and either Russian or Ukrainian
- Proven ability to be agile and nimble with a proven track record of turning plans and vision into action and execution.
- Proficient in Microsoft Office (Word, Excel, etc.) and the ability to use communication platforms (such as Skype or Teams)
LANGUAGE REQUIREMENTS – All documents submitted in response to this solicitation, as well as all correspondence in connection with the solicitation, shall be in the English language.

Additional guidance regarding the technical evaluation criteria is as follows:
- Experience with Security in volatile Environments in the region (20 points) – Demonstrated capacities as a subject matter expert in security in a hostile environment in the region, with the ability to complete security assessments, security planning, crisis evacuation planning, and collect date from local networks.
- Experience Related to working with NGOs (20 points) – The following skills and abilities will be evaluated under this factor.
- Demonstrated experience working with non-government organizations in humanitarian context.
- Adaptability and versatility (15 points) – Showcases experience in making decisions and adapting within hostile environments under changing circumstances.
- Professional Profile/Qualifications (15 points) – 10 years senior level experience in security or related experience in conflict/hostile environments.
- Language (15 points) -Strong English writing and speaking skills. Ability to speak and write in either Ukrainian or Russian.
