Opportunity

Abt Associates seeks a qualified Finance and Administration Director for the USAID-funded Local Health System Sustainability (LHSS) Ukraine activity based in Kyiv, Ukraine. The LHSS Ukraine activity works to mitigate corruption and strengthen governance of the healthcare system by developing the capacity of the Ministry of Health and the eHealth State Enterprise so the Government of Ukraine can put in place the foundation for institutional arrangements and capacity to govern and ensure telemedicine is safely and sustainably offered to the population. Telemedicine services have grown rapidly in recent years because of the COVID19 pandemic and present an opportunity for Ukraine to increase transparency and better reach vulnerable populations. However, this growth has been primarily private-sector-driven, and therefore information about what capabilities are present is poorly documented, regulations around telemedicine services are fragmented, and governmental roles and responsibilities remain unclear. To address these challenges, the LHSS activity is document current telemedicine presence and capabilities in Ukraine; support the Government of Ukraine in the creation of a high-level technical working group that will oversee key governance, regulatory, and financing decision-making around the telemedicine platform; and ensure that vulnerable groups (and the associated services they will benefit from) are prioritized throughout the platform’s design and implementation. Specific objectives include:

  • Strengthen telemedicine governance and policies
  • Advance access to telemedicine health services in an inclusive, sustainable manner

The LHSS Ukraine activity is approximately $2 million. There is a possibility of this position overseeing additional funding.

Key Roles And Responsibilities

The Finance and Administration Director will have the following specific duties and responsibilities:

  • Provide managerial and operational support and advice to the Chief of Party, and as needed Deputy Chief of Party, by leading project finance and accounting, administrative operations, tracking actuals, projections and accruals, all audits and financial reporting, grants management and human resources, and ensuring compliance with USAID regulations and in country regulatory requirements.
  • Lead and oversee development of annual budgets, financial reports, compliance documentation, and other deliverables, ensuring all are on time and of high quality.
  • Responsible for the primary oversight and in-country leadership of all financial and administrative operations including development of annual budget, tracking actuals, projections and accruals, all audits and financial reporting of the program to the home office team and USAID as applicable.
  • Prepare regular project expenses projections and update budget tracker forecast on a monthly basis.
  • Track actuals, accruals, and commitments against approved budgets to ensure project activities remain on budget. Advise COP and home office of any changes in projected spending.
  • Ensure preparation of accurate financial reports, and funds request in close coordination with the Chief of Party and technical team.
  • Oversee financial and accounting operations for the program including cash flow management, IT and ensuring compliance with USAID regulations. Work closely with the home office team to ensure all financial transactions and practices are consistent with policies and regulations of USAID, Abt Associates, and local financial regulations.
  • Oversee Human Resource activities affecting the project including but not limited to the hiring, termination, benefit tracking, and legal disputes affecting current and former site office personnel.
  • Verify all invoices and payment requests, ensuring supporting documents for each transaction are clear and complete.
  • Records expenditures, income, and any other related transactions.
  • Prepares payment vouchers and corresponding checks, and processes per diem payments to consultants and temporary staff.
  • Prepares payroll and other regular vendor payments with due consideration to withholdings for advances, loans, taxes, etc).
  • Tracks and records all site office fringe benefits.
  • Ensures that government taxes, pension funds, and other local statutory requirements are paid on time.
  • Coordinate logistics for workshops and other events including hotel and travel arrangements.
  • Coordinate with the technical staff in preparing the consultant and subcontractor agreements.
  • Monitor subcontractor’s budget performance and consultants’ payments.
  • Monitor project bank account and verify proper monthly bank reconciliations.
  • Coordinate with home office and lead procurement of goods and services and inventory tracking, including solicitations for bids and vendor bid analysis and justification. Establish and manage country-specific procurement guidelines and standard operating procedures.
  • Support the development, execution, and management of subcontractor and consultant agreements.
  • Support project start-up, including bank account opening, project registration and office arrangements.
  • Manage and oversee the grants under contract program.
  • Provide administrative capacity building and training to staff, consultants and grantees when necessary.
  • Ensure grants under contract program implementation aligns the project grants manual and associated USAID grant-making procedures and processes.
  • Oversee the grant request for application and/or grants program statement process.
  • Analyze grantee vouchers and/or financial reports for completeness and compliance.
  • Develop and maintain a project control system which tracks the status and progress of ongoing grant activities supported by the project.
  • Identify potential areas of financial and compliance vulnerability and risk and together with COP and home office develop or implement corrective actions to resolve problematic issues.

Preferred Qualifications

  • Master’s degree in Business Administration, Finance, Accounting, or other relevant field is required.
  • At least 10 years of experience in accounting, operations, and financial management.
  • Demonstrated knowledge of accounting software (QuickBooks or others), budget management and project operations.
  • Prior experience supporting USAID-funded contracts and familiarity with USAID rules and regulations.
  • Knowledge of USAID rules, regulations and policies, particularly financial reporting and compliance requirements.
  • Proficiency in relevant computer applications and databases.
  • Experience managing projects with grants portfolios.
  • Proficiency in English and Ukrainian required.

Minimum Qualifications

Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience, or PhD+ Eight years of relevant experience
