Polish Humanitarian Action (PAH) is currently looking for a Security & Access Coordinator to ensure that organizational security policies and procedures are responsive to the context, are contextually appropriate and known to staff, and to advise on humanitarian access processes and approaches in close coordination with program teams.

By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly and single mothers, working in the sectors of Protection, WASH, MPCA, Food Security and Livelihoods.

Key Duties and Responsibilities:

  • Provide technical support to the Emergency Response on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity
  • Evaluate, review and update security management plans on a regular basis. Reference and ensure compliance to the PAH security management framework within the security packages and all annexes.
  • Work with key stakeholders to develop, consolidate and implement operating procedures and contingency plans.
  • Evaluate, review and update the hibernation and evacuation plans for all PAH sites in Ukraine and ensure that practical preparations are in place and known to all relevant staff.
  • Conduct risk assessments of contracted and prospective offices and residences. Follow up on actions to be taken to ensure compliance with safety and security standards.
  • Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met.
  • Provide and implement best possible solutions for use of equipment to facilitate communication between staff, including proposing safe alternative means of communication and equipment.
  • Develop and maintain a network of PAH Security Focal Points at each field office and program sites.
  • Follow up on actions to be taken to ensure compliance with safety and security standards
  • Ensure safety and security protocols, reporting mechanisms, and capacity building initiatives.
  • Develop and implement humanitarian access strategies and approaches tailored to local contexts in field sites in Ukraine.
  • Ensure humanitarian access approaches are responsive to local context and include overarching community engagement components.
  • Develop ongoing relationships with local authorities and other power brokers within Ukraine.
  • Liaise with relevant security actors e.g., NGO security staff, security forces, local community stakeholders, local authorities, CIMIC, CIMCORD, UNDSS, INSO

The successful candidate will be selected based on the qualification requirements described below:

  • BA / Master’s Degree in Security, War Science, Investigation, Work Safety, International Relations or any other relevant field;
  • Minimum 2 years of relevant professional experience in security management or coordination in a Security Department;
  • Skilled in team management and capacity building;
  • Excellent interpersonal skills and ability to work effectively with people at all levels with varied backgrounds, experience and skills and contribute to achievement of common goals;
  • Excellent organization skills, including time management & prioritization;
  • Fluency English, Russian language skills (written and verbal);
  • Good command of Ukrainian and/or Polish language will be an advantage.
  • Sound understanding of local context and humanitarian & social needs of most vulnerable population groups in Ukraine.
