HIAS Guyana is seeking a consultant to design, build and implement a Safeguards training and coaching process for country office staff members.

The consultant will be responsible for the complete development, from design to implementation, of a training curriculum for strengthening the knowledge of HIAS Guyana office staff and some of its implementing partners in Safeguarding, taking into account, the policies, procedures, statements and other tools that HIAS Guyana and HIAS HQ has developed, and other the international developments that have been made in the field of safeguarding, both conceptually and in terms of the tools available for NGOs and UN System agencies to implement actions that guarantee the safeguarding of the communities they assist in the framework of humanitarian action.

All resources should be structured, practical and adapted for the targeted audience in Guyana. The SG training and accompanying resources should be designed in line with the HIAS Guidelines and with the constant accompaniment and participation of the people in charge of the consultancy within HIAS.

OBJECTIVES & DELIVERABLES:

The objective of the consultancy is to build the capacity of HIAS Guyana Staff and partners on safeguarding, understanding this as the strategies to avoid sexual exploitation, abuse, violent and discriminative behavior and harassment situations between HIAS staff or anyone related with HIAS, and participants or members of the communities where HIAS work through the following:

  • Develop a short term (one week) curricula to strength the staff capacity to understand, engage and put in practice de HIAS safeguarding framework policies.
  • A clear emphasis about “do no harm” principle, gender, age, race, intersectionality and unbalanced power perspective/approach; and survivor centered approach for the SEA cases response.
  • Basic core competencies and skills to strength the capacity of the staff to do a two-way exercise: i) Identify their own bias and beliefs that put them in a potential situation of being violent towards someone (emotional, physical or/and sexual violence) and ii) identify safeguarding situations in their work environment.
  • Commitment to the safeguarding international framework and a safer programing approach.
  • Set of case studies to facilitate the comprehension of people about safeguarding situations.
  • Set of resources or toolkit to support the development of the curriculum and promote the self – learning mindset in the staff, including a tool that allows members of the staff to self-assess their safeguarding knowledge.

PRIMARY DELIVERERABLES:

  • Document with the curriculum and the methodology to develop and facilitate of an 18-hour remote web-based training divided into 6 sessions (3 hours each), on safeguarding concepts, policies, tools, statements and others.
  • Training materials/tools in English and editable versions.
  • Full training report in English, including a general evaluation of the participation of the trainees to the training sessions.
  • A power point presentation that supports the report.
  • The consultant is expected to use a participatory and rights-based approach that considers gender, socioeconomic status, and contextual factors. The Consultant will work closely with Country Focal Points and the safeguarding manager for the region. They will provide guidance and feedback to the consultant to ensure the training and supporting training materials are useful to HIAS’s continued work with its staff.

QUALIFICATIONS & REQUIREMENTS:

  • Demonstrated ability and experience in conducting capacity building online activities that actively combines theory and practice on safeguarding concepts, especially with international NGOs staff and their partners.
  • Demonstrated understanding of safeguarding standards for NGOs, including prevention of concern situations and the identification and case management, also the gendered, aged and powered drivers of safeguarding situations, including those in relation with sexual exploitation and abuse. Considering the links with patriarchy and intersectionality, focusing on the situations where the affected population are migrants and refugees.
  • Demonstrated experience with the minimum standards for survivor centered approach on safeguarding cases response.
  • Minimum of 5 years demonstrated experience applying safeguarding guidelines and standards, as well as UN security council resolution about PSEA, the principles and standards to prevent SEA situations.
  • Excellent training and facilitation skills.
  • Prior experience working in humanitarian contexts.
  • Strong understanding of international guidelines for programming in humanitarian settings.
