Context:

Under the overall supervision of the Senior Strategy Advisor, direct supervision of the Senior Movement Operations Manager and in close coordination with the Statistics and Informations Management Officer (Resettlement and Movement Management (RMM)) and subject matter experts (SMEs), the RMM Information Systems Officer will support the development and maintenance of information management systems that are fit for purpose, have high adoption rates, and responsive to operational needs of IOM’s resettlement and movement management programmes.

Core Functions / Responsibilities:

1. Provide advice regarding software product features, design, and priorities, that are aligned

with the goals of resettlement programmes and programmes with a movement management component.

2. In coordination with the supervisor, approve movement management software features and functionalities for development by Information and Communications Technology (ICT) or external vendors, including but not limited to Management Operational System Application (MiMOSA) NextGen and other applications of the MiMOSA ecosystem, such as the START and interfaces developed in alignment with program requirements.

3. Suggest new and innovative ideas on movement management to stakeholders and the development teams.

4. Use data-driven insights to make informed decisions on product design and priorities for product improvements.

5. Interpret movement management requirements, define them with product functionality, and translate them in the right technical language for the development teams to easily understand.

6. Review and verify movement management software project specifications and user stories and give advice on how to ensure they meet programmatic requirements.

7. Evaluate the work done by the development teams and provide feedback and identify areas for improvement on behalf of RMM.

8. Collaborate with internal and external stakeholders, service providers, programme coordinators, SMEs, end-users, and development teams to analyse movement management system needs and align product roadmap to programme goals.

9. Represent IOM in technical discussions with internal and external partners as the RMM’s SME on movement management information systems.

10. Organize and establish COPs (Community of Practices) of movement business process and subject matter experts within IOM at global, regional, and country levels, and closely coordinate activities with RMM Data and Systems to constantly share ideas, standardize procedures and identify best practices.

11. Conceptualize practical learning strategies and coordinate movement management information systems training activities in face-to-face, remote, self-paced and hybrid modalities in close coordination with RMM Data and System.

12. Contribute to preparation of budgets.

13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Information Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with Seven years of relevant professional experience.

• Professional certification in PRINCE 2 methodologies is a distinct advantage.

Experience

• Experience in validating movement management business requirements documentation and reviewing user interface designs that are suitable for field operations in multiple countries under different settings.

• Previous work experience with change management in IT projects with a movement or migration management component including curriculum design, delivering training, and developing data management procedures.

• Experience with IOM enterprise systems, including Mimosa Web, RMI, START, LTS, iGator, GDS Systems and government interface developments or comparable information management tools is required.

• Experience in working closely with diverse groups of executives, managers, and professionals within the movement management and IT disciplines.

Skills

• Successful track record in implementing software solutions related to migration management or related fields.

• Knowledge of movement operations and reporting is a distinctive advantage.

• Solid background in making tough release scope and go-live decisions to achieve the best outcomes for the organization.

• Demonstrated personal ownership and ability to set and meet high professional standards, flexible and responsive work style with minimum supervision.

• Good leadership and negotiation skills to convince team members to achieve the required goal and find win-win solutions.

• Excellent written and verbal communication skills and ability to explain complex medical concepts in an easy way.

• Critical thinking, creativity, problem-solving, and sharp analytical skills. Outstanding attention to detail. Advanced SQL, SSRS, and Power BI skills.

• Proven understanding of software development processes, methods, and practices.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
