Context:

Under the direct supervision of the Chief of Mission (CoM), and in close coordination with relevant units at Headquarters (HQ) and the Regional Office (RO) for West and Central Africa in Dakar, the successful candidate will be accountable and responsible for oversight, development, implementation, coordination, identification, monitoring, evaluation, and reporting on the IOM The Gambia Country Office’s (CO) Migration Management programmatic areas, specifically Counter Trafficking (CT)/Assistance to Vulnerable Migrants (AVM), Immigration and Border Management (IBM), Labour Mobility and Human Development (LHD), Migration Environment and Climate Change (MECC)), as well as Disaster Risk Reduction (DRR) and Displacement Tracking Matrix (DTM) programming, by ensuring the compliance with administrative and programmatic procedures in developing new proposals, coordinating project activities, monitoring financial budgets, and communicating with counterparts in the Government of The Gambia, United Nations (UN) agencies, civil society organizations and implementing partners in The Gambia.

Core Functions / Responsibilities:

  1. Coordinate and manage the implementation of Counter-Trafficking (CT)/Assistance to Vulnerable Migrants (AVM), Immigration and Border Management (IBM), Labour Mobility and Human Development (LHD), Migration Environment and Climate Change (MECC), as well as Disaster Risk Reduction (DRR) and Displacement Tracking Matrix (DTM) programming in a timely manner and ensure the programmatic activities are in line with IOM policies and practices, as well as with donor requirements.
  2. Provide overall strategic and technical oversight for The Gambia CO’s engagement in the referenced thematic areas, ensuring that activities are implemented in a manner that is in line with international and national laws and human rights standards, context specific, conflict sensitive, and gender responsive fashion while contributing to the identification of new project activities in accordance with research and assessment results in consultation with the donor and the relevant government authorities.
  3. Contribute to the development and management of strong Monitoring and Evaluation (M&E) and Knowledge Management (KM) systems to promote effective reporting, organizational learning, financial accountability, safeguards and innovations to improve the effectiveness and appropriateness of the referenced programmatic areas.
  4. Provide timely updates to the CoM on programmatic issues, including regular risk analysisand recommendations for operational improvements, as well as regular, timely reporting and presentations for donors. Provide any other supplementary written materials such as talking points, visibility/promotional materials, background papers, etc., as required.
  5. Supervise, coordinate, and implement the capacity building of all international and nationa lstaff recruited for the referenced programmatic areas. Provide supervision and mentorship to national and international programme staff and consultants, ensuring guidance and support to address technical challenges and navigate cultural and political sensitivities.
  6. Coordinate and work with the relevant Regional Thematic Specialists (RTSs) in the RO and relevant units at HQ to facilitate the necessary technical support and expertise is provided for successful implementation of the programme activities.
  7. Research new project opportunities in the wider migration management and disaster risk reduction themes in line with identified needs, donor and governmental priorities and IOM’s mandate and strategy, and contribute to the development of project proposals and concept notes.
  8. Provide substantive technical support to the relevant Government and civil society partners in the assigned programmatic areas of Migration Management and Disaster Risk Reduction and conduct capacity building activities to strengthen national systems and capacities in migration management and governance.
  9. Coordinate and maintain effective working relations with programme stakeholders, including in government, UN agencies, civil society, private sector, academia, media, and other key players. Actively promote coordination and communication between international and national partners with a view to facilitating the achievement of migration management and governance objectives and ensuring participation in and effective integration of ideas in the planning and implementation of activities.
  10. Representing IOM in relevant coordination meetings, such as Project Steering Committees, National Coordination Mechanism on Migration (NCM), high-level and Thematic Working Group (TWG) meetings, Development Partners Group (DPG) meetings and Result Group meetings as part of the United Nations Sustainable Development Cooperation Framework (UNSDCF).
  11. Under the guidance and leadership of the CoM, support and contribute to the CO’s policy and migration governance implementation through the provision of technical assistance to the operationalization and implementation of the already established governance frameworks, e.g. the National Migration Policy (NMP), National Coordination Mechanism on Migration (NCM) and Regional Consultative Processes (RCPs, e.g. MIDWA, etc.), as well as to the implementation of the Global Compact for Migration (GCM) through the UN Network on Migration in The Gambia.
  12. Ensure mainstreaming of gender and data management and Prevention of Sexual Exploitation and Abuse (PSEA) principles in the assigned programmatic areas.
  13. Undertake travel duties related to the implementation and development of assigned programmes.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Law, Political or Social Science, Migration Studies, International Relations, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in and/or knowledge of migration management programming, especially in the areas of border management, cross-border trade, counter-trafficking, counter-smuggling, labour mobility, diaspora engagement, environmental and climate change migration, disaster risk reduction, data analysis and protection of migrant rights is a distinct advantage;
  • Demonstrated experience in coordination within an organization as well as outside with external stakeholders;
  • Background in data analysis and evidence-based policymaking;
  • Experience in project development, project management, financial monitoring, database management, project monitoring and evaluation;
  • Experience with international humanitarian organizations, UN agencies, non-governmental or governmental institutions/organizations in a multi‐cultural setting;
  • Experience in liaising with governmental and diplomatic authorities, as well as with international institutions;
  • Proven experience in mobilizing funds from various donors including humanitarian and development donors; and,
  • Experience in coordinating multiple complex programmes simultaneously.

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish and/or local languages is an advantage.
