Action Against Hunger intends to submit several concept notes and/or proposals for funding opportunities in 2023/2024 focused on the GNC Technical Alliance’s Technical Support Team (TST), SMART, as well as other initiatives within its portfolio and with our partners. These all aim broadly to improve the technical quality of emergency preparedness, response and recovery.

OBJECTIVE:
Action Against Hunger Canada is looking for Consultant that will be responsible for preparation of a Concept Notes/Proposals for funding opportunities in 2022/2023/2024.

Overall Objective
The aim of this consultancy is to support the Action Against Hunger network and its partners in the preparation of application packages for unsolicited and solicited Calls for Proposal linked with nutrition response. The consultant will work closely with the proposal manager, technical lead,cost lead, and other proposal development contributors to write the application. The consultant may also contribute as appropriate and feasible to the development of the budget to be submitted with the full application.

SERVICE DESCRIPTION:

An external consultant is sought to lead the preparation of concept notes and/or full proposals, each responding to specific donor guidelines and requirements.

The technical proposal coordinator/grant writer is expected to:

  1. Lead preparation of concept notes and/or full proposals, each responding to specific donor guidelines and requirements.
  2. Read background information as needed to support development and flesh out the interventions and activities as part of the technical approach.
  3. Provide a template for the Action Against Hunger teams outlining the information and data required to prepare the specific sections of the concept notes and/or proposals under the consultant’s responsibility.
  4. Participate in preparatory calls/workshops/technical discussions and meetings as needed to refine the technical strategy/narrative of the proposed programming.
  5. Help to refine the application outline, discussing page limits and other style requirements with Tech Leads and Proposal Managers.
  6. Help to refine the strategic approach and conceptual framework and participate in all necessary meetings to discuss and refine the strategy.
  7. Engage with partners to gather their inputs as needed and incorporate partner inputs into the proposal draft.
  8. Following review and finalization of logical framework and/or strategic approach, writes the full technical narrative and M&E sections, based on substantive written and verbal direction, technical inputs, and timely feedback provided by Technical Lead, Proposal Manager, technical inputters, and reviewers in different rounds.
  9. Integrate feedback from all reviewers on proposal drafts within finalized versions for submission to donors.
  10. Coordinate, monitor and/or support partners in the completion of all sub-components of the technical proposal as per the agreed timeframe.
  11. Discuss needs from Technical Inputters and include inputs in drafts (include revising inputs), and help to resolve technical discrepancies.
  12. Ensure drafts are responsive to proposal requirements and submitted in appropriate format including font/page spacing.
  13. Help to develop and/or provide input to other sections of the application as needed (staffing plan, institutional capacity section, PPRs, org chart, CVs, budget narrative, etc.).
  14. Reviews and provides inputs of the budget, budget notes, procurement plan, and other cost elements as needed.
  15. Ensure the coherence and technical quality of the overall proposal package.
  16. Assists with any post-submission donor responses and/or additional proposal revisions requested by the donor.
  17. Other activities directly related to writing of proposals’ technical narratives as required by the AAH Canada team.

Note: The above mentioned tasks to be performed are intended as a guide and should not be viewed as an inflexible specification as it may be modified following discussion with the selected consultant.

The deadlines for the core outputs will be as agreed with Action Against Hunger Canada teams and specified in SOW for each specific Concept Note/Proposal.

REQUIRED PROFILE
QUALIFICATIONS & EXPERIENCE:

• Master’s degree in nutrition or Public Health or equivalent.

• Technical experience in Nutrition and preferably in emergencies

• Excellent writing and coordination skills and the ability to work with diverse counterparts, incorporating differing ideas and viewpoints.

• Prior demonstrated experience developing, coordinating and writing successful proposals for institutional donors, desirable to have experience with BHA, CDC, GAC, Irish Aid, SIDA proposals.

• Significant experience working in a variety of contexts, at country, regional and global levels, also including fragile and conflict affected states.

• Minimum of ten years of experience leading the design, execution, and/or management of multi-sectoral programmes in humanitarian contexts, preferably with experience in nutrition programming.

KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES:

• Strong programme design skills, including capacity to prepare logical, coherent, and consistent technical documents including logframes and budgets.

• Flexibility to adapt to any subsequent changes in the terms of reference.

• Excellent English speaking/writing skills required.

SELECTION CRITERION:

• Excellent writing and coordination skills and the ability to work with diverse counterparts, incorporating differing ideas and viewpoints.

• Prior demonstrated experience developing, coordinating and writing successful proposals for institutional donors, desirable to have experience with BHA, CDC, GAC, Irish Aid, SIDA proposals.

• Minimum of ten years of experience leading the design, execution, and/or management of multi-sectoral programmes in humanitarian contexts, preferably with experience in nutrition programming.

• Financial offer – value for money.

DUTY STATION/LOCATION:

The work will be home-based and require frequent telephone/skype/teams/zoom communications with the Action Against Hunger Canada team.

SUPERVISORS:

The consultant will be supervised by the Associate Director of Nutrition and /or TST Coordinator.

CONTRACT MODALITY

Framework Agreement contract with Action Against Hunger Canada, starting in December 2022 ending November 30, 2024. SOW will be shared for each specific Concept Note/Proposal.
