Job Profile:

Counterpart International is currently seeking a Grants Managerto support the anticipated Iraq Civil Society Activity (ICSA) opportunity. The overall objective of ICSA is to increase citizen engagement in the public sphere, especially among women and youth, while supporting civil society organizations (CSOs) to connect to and empower citizens and one another, thereby enhancing CSO resilience, increasing its credibility and effectiveness. The expected result is a more active and inclusive civil society sector that effectively fosters change and contributes to a more equitable and democratic Iraq. This position is full-time and will serve through the life of the project.

Primary Responsibilities:

  • Work closely with the project leadership and contribute to the development and articulation of the project’s grantmaking vision, strategy, and approach.
  • Lead in the development of the grant management manual and all corresponding forms, templates, and documents.
  • Create an underlying database for all awarded and not-awarded grants.
  • Generate reports on grants awarded, spending burn rates, and grantee performance.
  • Manage a team of Grant Officers, Assistance, and Evaluators – many of which may be located remotely.
  • Conduct site visits to do pre-award audits, spot checking grant implementation, and ensure compliance with Counterpart and USAID rules and regulations.
  • Solicit and act upon feedback from staff, partners, and USAID representatives of the grantmaking process.
  • Participate in all staff meetings, learning activities, and planning sessions.
  • Write performance reports, case studies, and other reporting on project grantmaking.
  • Attend sector-relevant meetings as may be relevant and contribute to the enhancement of the grant-making and management process.
  • Identify new partnerships and cost contributions from governmental, private sector, and other civil society partners.

Qualifications:

  • Advanced degree (preferred dual degrees) in International Development, Business Administration, Finance and/or other related fields. A senior manager with at least 8 years of experience overseeing and managing substantial and complex sub-awards across multiple locations, preferably in the governance sector.
  • Strong understanding of USAID rules and regulations.
  • Demonstrated experience designing grantmaking processes, manuals, and online grant management systems.
  • Demonstrated management-level qualities and expertise, including supervisory experience.
  • Extensive work experience in the Middle East, including working on in-country civil society organizational capacity-building programs.
  • The ability to network and communicate with a wide range of stakeholders.
  • Strong interpersonal, writing, and oral presentation skills in English.
  • Strong information and communication technology (ICT) capabilities including familiarity with online management information systems, grant management systems, and cloud-based document management systems. Demonstrated ability to communicate fully and effectively, both oral and written, in English is required, and in Arabic is strongly preferred.
