Introduction

  1. Context

In 2020, the DRC—in partnership with VNG International—launched the project LOGOReP II: Improving resilience of host communities & refugees in Iraq (funded by Netherlands Ministry of Foreign Affairs). The core of the project is to further resilience at local level in times of serious and protracted refugee crises stemming from the armed conflict in Syria and displacement following the violent activities of ISIL from 2014 onwards.

One of the objectives of LOGOReP II is to increase access of host and refugee populations to job opportunities and/or business development in KRI. Considering the largely untapped potential of digital economy in the region to contribute to this objective, DRC and VNG decided to make this a focus of the intervention, starting from a detailed assessment of this sector for business growth. Based on the findings of the study, DRC created a digital economy curriculum to be delivered through MoLSA trainers, innovating TVET curricula tailored to digital technologies for business.

The final phase of this component is to support the delivery an initial batch of digital economy curriculum vocational training, as elaborated in this scope of work. DRC, in collaboration with MOLSA, has identified the need for the initial participants in the Digital Economy curricula to receive additional mentorship as they deliver the vocational training in a live setting. This has the added benefit of delivering vocational training to participants, while enhancing the subject-based expertise with the trainers.

  1. The project

DRC -calls for an expert or team of experts to offer in-classroom mentorship to selected MoLSA trainers as they deliver courses from the curriculum across the modules of (i) UI & UX; (ii) Graphic Design; (iii) Social Media Marketing; (iv)Full Web Development and (v) Mobile Application. This could be a group of experts collectively providing support across the full spectrum of modules.

The MoLSA trainers have each successfully graduated from an initial of Training of Trainers course, and this phase of the project will be supporting their capacity to deliver this in a real classroom setting. The selected experts will observe and coach the MoLSA trainers to confidently deliver the courses to participants at the MoLSA vocational training institutes, fulfilling the following components:

  1. Provide two days review of curricula (one day for the Design course, one day for the Programme course) with each of the MOLSA trainers.
  2. Review the daily material before teaching takes place.
  3. Provide tailored technical support to trainers on methodology of training delivery, encouraging participant’s engagement, and active participation.
  4. Monitor the MoLSA trainer as they deliver the training across the full duration of each module and provide advice and support after the workday or during the short break. This can include feedback on quality and accuracy of the information shared.
  5. Produce an evaluation tool for the students to provide an evaluation of the course, including feedback on the MoLSA trainer.
  6. Provide a written assessment of each MOLSA trainer with advice on strengths, weaknesses, and areas for improvement, at the conclusion of each course.

This consultancy will take place at the site of each Course delivery. There will be three design courses (5 days UI & UX module, 5 days Graphic Design module, 5 days Social Media Marketing module) in three locations; and one programme course (5 days UI & UX module, 10 days Full Web Development module, 5 days Mobile Application module) in one location, according to below table. The consultant or group of consultants are expected to be physically present in each location for the duration of the course delivery. The dates below are approximate, pending confirmation from MoLSA, and there is a possibility to adapt the dates in coordination with the consultants’ availability – with the potential to conduct the courses consecutively rather than simultaneously if required. The estimated overall completion period to be within is 20 working days.

Consultant Profile

The successful applicant must have demonstrable experience and access to Iraq, in the locations noted above, and experience in conducting training in digital economy materials. Some of the key requirements are:

  1. At least 2 years of experience in undertaking training with different actors such as the UN, government, NGOs, or academic institutes.
  2. Experience in conducting UI & UX module, Graphic Design module, Social Media Marketing module, Full Web Development module, Application module.
  3. Able to supply qualified experts in the above-mentioned places in KRI (Erbil, Germian and Soran).
  4. An expert or team of experts available in country of assignment with both English language and Kurdish language skills.
  5. Experience in coordinating with a diverse set of stakeholders, including government institutes and officials, community members, private sector actors, and local and international NGOs.
  6. Experience in developing and rolling out training curricula and materials.
  7. The proposed expert or group of experts should hold a master’s or similar advanced degree in topics related to the digital curricula, i.e., UI & UX module, Graphic Design module, Social Media Marketing module, Full Web Development module, Application module).

When Bids are emailed the following conditions shall be complied with:

  • The RFP number shall be inserted in the Subject Heading of the email
  • Separate emails shall be used for the ‘Financial Bid’ and ‘Technical Bid’, and the Subject Heading of the email

shall indicate which type the email contains

    • The financial proposal shall only contain the financial proposal,
      – The technical proposal shall contain all other documents required by the tender, but excluding all pricing information
  • Bid documents required, shall be included as an attachment to the email in PDF, JPEG, TIF format, or the same type of files provided as a ZIP file. Documents in MS Word or excel formats, will result in the bid being disqualified.
  • Email attachments shall not exceed 4MB; otherwise the bidder shall send his bid in multiple emails.

Failure to comply with the above may disqualify the Bid.

DRC is not responsible for the failure of the Internet, network, server, or any other hardware, or software, used by either the Bidder or DRC in the processing of emails.
