ABOUT THE HOPE CHANNEL

La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and in particular children, the same chances of survival and development. Helping the most marginalized children is more than a moral obligation, it is a prerequisite for achieving the United Nations 2030 goals for children’s health and well-being. We operate in 28 countries with a global approach, centered on the child but also on mothers and disadvantaged communities:

  • Prevention and screening from an early age, particularly in the context of school health programmes.

  • Care and surgery, to meet the most urgent needs of children and their mothers.

  • Training and transfer of skills to local teams thanks to our international network of experts in all fields of surgery.

  • Construction and equipment of hospital structures adapted to local needs.

POSITION AND MISSION

  • Provides an analysis of the context and the humanitarian needs of the geographical area;

  • Ensures, in its geographical area, the coordination and consistency of the projects designed / implemented taking into account the strategy of La Chaîne de l’Espoir, the geopolitical and humanitarian context, the logic of donors, the objectives set and the means allocated by La Chaîne de l’Espoir;

  • Contributes to the search for funds from institutional donors and other funders; guarantees operational results in its geographical area;

  • Guarantees compliance with La Chaîne de l’Espoir’s procedures for programs in its area, including safety.

Definition and management of the implementation of the intervention strategy in the geographical area

· Participates in the overall strategic reflection on the development of international programs, keeps informed of the strategies developed by the other international organizations intervening in its area;

· In direct contact with the Director of Operations, validates La Chaîne de l’Espoir’s intervention strategy with the Program Coordinators;

Proposes a strategy and operational programming for its geographical area (priority needs, themes, types of projects, countries of intervention, partnerships, financing, etc.), depending on the evolution of geopolitical situations, needs, responses provided by humanitarian actors and produces context and positioning notes;

· Coordinates, in his area, the process of planning activities and resources according to the objectives set within the framework of the projects;

· Regularly studies the results of evaluation of projects / programs, feedback, feedback from the field; identifies change needs;

· Anticipates the development needs of inter-country actions to improve the response capacity of La Chaîne de l’Espoir;

· Participates in the development / monitoring of the annual budgets, the human resources plan, the purchasing / supply plan of La Chaîne de l’Espoir internationally; ensures the adequacy of the means to the objectives set;
· Coordinates the program monitoring and evaluation process in his area, ensures the quality of the reporting provided by the program coordinators (analysis reports, dashboards, financial / narrative reports, evaluation reports, etc.) ;

Ensures compliance, by its teams, with La Chaîne de l’Espoir’s international management policies / rules, national / international regulations, ethical rules and commitments made to local authorities, national companies , donors, technical partners, service providers, etc.;

· Responds to the needs of internal control / audit of activities, coordinates the implementation of recommendations, in collaboration with the program coordinators;

· Participates in the updating, centralization and dissemination of procedures, guides and mission tools, in collaboration with all headquarters departments;

· Coordinates the programs for which he is directly responsible

Representation / Communication / Promotion

· Represents La Chaîne de l’Espoir internationally for its geographical area, in the context of meetings with humanitarian actors, financial / technical partners, local authorities;

· In connection with the marketing and communication department, intervenes with the media to testify to the action of La Chaîne de l’Espoir in its fields of intervention

Financing of projects / programs implemented in its area

· Adapts the financing strategy defined at the international level of La Chaîne de l’Espoir to its area;

· Participates in the definition of the donor strategy;

· Supports program coordinators in writing proposals and funding requests;

· Contributes to the development of public and private partnerships in conjunction with institutional funding managers and the private funding officer

security management

· Ensures a contextual watch on the evolution of the security conditions of its geographical area;

· Validates with the program coordinators and the security referent the deployment and adaptation of the security management systems of its missions;

· Ensures the permanence of the emergency telephone with the other Geographical Managers;

· Oversees the proper application and regular updating of La Chaîne de l’Espoir’s security management system on missions in conjunction with the program coordinators;

· Support the missions in the analysis of security risks and the definition of the strategy for mitigating these risks and in coordination with the security referent validates this analysis as well as the security rules, the contingency plans put in place in the different countries intervention;

· Support the Heads of Mission in incident management. Also ensures the follow-up of the people concerned by the incidents. Ensures, in conjunction with the Head of Mission, an ex-post analysis of the incident and the implementation of corrective or follow-up measures if necessary;

Participates in the management of security crises within the framework of the Crisis Management Committee set up by the Director of Operations

Development of new projects in its area

Participates in the strategic reflection on the positioning of La Chaîne de l’Espoir in terms of the development of new projects, proposes an action plan adapted to its geographical area (priorities, type of projects, size, means available, partners, etc.) ;
· In close collaboration with institutional funding managers, monitors, in a targeted manner, calls for tenders issued by donors and the responses provided by other humanitarian actors in their area; develops upstream exchanges with financial / technical partners to better understand their positioning

Management

· Recruits and ensures the direct management of the program coordinators of its geographical area by supporting them on a daily basis via regular meetings, by defining action plans and by carrying out professional appraisal interviews on a regular basis;

· Accompanies the program coordinators by defining an adequate training / support plan that he follows with the Director of Operations and the Human Resources department;

· Provides a pre-departure briefing to expatriates with strategic roles or related to security management

FORMATION

  • Holder of a Master II in Humanitarian Project Management (or equivalent)

PROFESSIONAL EXPERIENCE

  • Previous experience in a similar position at the headquarters of an international solidarity NGO or experience of at least 3 years in the field, preferably in emergency or post-emergency contexts, and as Head of Mission, and 5 years in coordination positions at headquarters or in the field.

  • Demonstrated experience in managing projects funded by institutional donors

REQUIRED SKILLS AND QUALITIES

Dynamism, resistance to stress, good management of emergency situations, ability to work on several files simultaneously, sense of humor

· Knowledge of the areas covered highly appreciated

· Very good managerial and decision-making skills, including remote team management.

· Sense of interpersonal skills, diplomacy and negotiation.

· Analytical and reflective skills. Pragmatism.

· Flexibility, responsiveness, adaptability, autonomy. Rigor, organization.

· Excellent writing and formatting skills in French and English.

· Computer skills (Excel, Word, PowerPoint, Outlook)

  • Permanent, full-time contract

  • Salary according to grid and experience
