Consultant-Yemen Assessment

Synergy for Justice is seeking a consultant to conduct a country assessment of Yemen as a potential intervention country for Synergy for Justice. The desk-based assessment should inform Synergy for Justice on potential programmatic intervention areas, identify potential partnerships with local organisations, potential risks of involvement in Yemen, and provide recommendations on feasibility of implementing justice programming in Yemen. The assessment will be used to inform Synergy’s senior leadership on whether implementing Synergy’s justice programme in Yemen should be part of Synergy’s strategic plan. This five-day consultancy will be remote, but preferably based in Europe/Middle East or East Coast of US with strong internet connections for meetings. The work must be completed before the end of May 2022 (at the very latest).

Responsibilities:

• Work with Synergy’s executive director and director of programmes to develop the main assessment questions;

• Conduct desk research on the justice landscape in Yemen, main areas of possible intervention, actors (non-profits) working in the justice sector and in the medical sector;

• Interview peer justice actors/organisations working in Yemen;

• Develop a list of viable national organisations (including women-led organisations) with complementary programming as possible partners;

• Make recommendations on feasibility, timing and strategic advantages for Synergy to implement justice programme intervention in Yemen;

• Write a 3-page gender analysis covering the following: institutional practices and barriers, cultural norms, gender roles, equity and equality for underserved communities and marginalized populations, access to and control over assets, and resources, and patterns of decision-making.

• Respond to questions from Synergy ED and DoP.

Required Qualifications

• Successful and demonstrable record of conducting similar assessments;

• Demonstrable knowledge of complex human rights and justice programmes in the Middle East and Yemen specifically;

• Appreciation of and commitment to human rights and justice programming;

• Exceptional written communication skills in English;

• Ability to write concisely in presenting recommendations.

Desirable:

• Understanding of challenges faced by NGOs in Yemen;

• Understanding of how gender roles, cultural norms, and traditions shape the NGO sector and programming in Yemen;

• Previous work in the Middle East is highly desirable;

• An understanding of our work as explained on our website.
