JOB BRIEF
The Resource Management Specialist (RMS) will play a key role in supporting budgets, procurement, human resources, strategic planning, and overall administrative processes and operations for the Latin America Program. The RMS also serves as the lead t for support to LAP Leadership on a wide range of issues related to budget and management. The position is based in Washington, DC, and reports directly to the Program Director.

TARGET SALARY RANGE
Grade 11- $74,000 – $77,000

The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES
Strategic and Annual Planning:
• Assist the Program Director and Deputy Director with the management of LAP’s annual planning process by providing support and reviewing country team and program submissions to the Program’s annual budget request.
• Assist with coordinating LAP congressional budget justifications (CBJs), Office of Management and Budget (OMB) submissions, and other budget planning documents.

Budget and Contract Management & Oversight:
• Coordinate under the direction of the Program Director the LAP base allocations, Inter-Agency Agreement (IAA) operational, and payroll budgets to ensure that program activities are operating within budget limitations and in accordance with USIP and USG policies and procedures.
• Provide monthly and quarterly budget updates and address budget-related inquiries with the program teams and with USIP’s Grants and Contracts Administration (GCA) team.
• Assist in the coordination of multiple aspects for the growing portfolio of LAP IAAs, including the review of spending across IAAs. Coordinate with country and project teams to ensure spending is on track and issues of concern are flagged where appropriate.
• Provide oversight of all aspects of LAP’s contracting and invoicing process, reviewing, and approving all new contracts and modifications
• Provide oversight of external field office reviews and audits and flag issues and areas for improvement in close coordination with USIP’s budget and finance teams and LAP leadership.
• Provide management and administrative support for the USIP Bogota Office, including support for procurement of services and equipment, and tracking of assets.
• Support the development of program concept notes and funding proposals, including detailed budgets as well as cost and no-cost extension requests. Serve as a Program Development Specialist and lead the internal IAA process for LAP.
• Provides assistance with USIP’S Finance Office and Program Teams, IAA financial reports to submit as part of USIP’s progress reports.
• Respond to additional miscellaneous interagency partner reporting requirements.
• Serve as Contract Officer Technical Representative (COTR)

Human Resources/Personnel Management:
• Mentor and train the senior administrative assistant.
• Support oversight and manage contracts of the Program’s Visiting Research Assistants and assist in the MOU processes.
• Lead onboarding and training processes for new LAP staff and work as a central point of contact with Security, IS, HR and GCA.
• Serve as the LAP lead for HR issues, including reviewing, evaluating, and coordinating new and replacement positions and implementing steps to improve operational and human resource capabilities within the LAP team.
• Review and update as appropriate HR and operations manuals for security, onboarding, and contracting for field offices and PSC staff.

Performs other duties as assigned.

QUALIFICATIONS
• Associate or bachelor’s degree in public administration, business administration, finance, accounting, or a business-related field.
• Five (5) years of business/financial experience are required.
• Competency in coordinating and assisting in complex projects and budgets and familiarity with federal financial and interagency agreement management.
• Strong organizational skills and attention to detail; adept at multi-tasking.
• Excellent computer skills in word processing, databases, Excel spreadsheets
• Excellent interpersonal and writing skills and effective communicator and collaborator with the ability to coordinate the input and priorities of multiple team members inside and outside of USIP.
• Nimble problem-solver who enjoys taking ownership of complex challenges and finding creative options for their solution.
• Knowledge of and/or experience working in Latin America is highly desirable. Dedication to USIP’s mission and core values (including Diversity, Equity, and Inclusion).
• High tolerance for ambiguity and balancing multiple changing priorities, strategic frameworks, and definitions of success across a dynamic portfolio.
