REQUEST FOR PROPOSALS-TRANSLATION & INTERPRETATION SERVICES

Background

Founded in 2003, the mission of the International Treatment Preparedness Coalition (ITPC) is to improve access to, and quality of treatment services for people living with HIV (PLHIV). The organization is a network of global activists, who joined forces to advocate for equitable access to treatment, at a time when communities faced significant financial and logistical barriers to accessing HIV treatment -despite effective medicines being available. As an issue-based organization, ITPC’s reach includes expanding access to high quality services for key populations, people living with tuberculosis (TB) and viral hepatitis (VH).

ITPC works with many global consortiums and country partners. We therefore require assistance with translation and interpretation services in French and Portuguese.

Consultant Scope of Work

ITPC is seeking a translation service provider to assist with oral (simultaneous) and written materials translation in two language combinations English/French, and English/Portguese. Though, one translation agency is a preferred option for this work – in case, no translation agency will be able to propose translation services for all languages and/or based on cost considerations – several providers maybe be contracted at ITPC’s discretion.

Duration of Consultancy

The consultancy will begin in September 2023 and will be required to assist with translation or interpretation as per the scheduled meetings, webinar and need for translation of reports and training manuals.

Deliverables

1. Provide oral simultaneous translation in the aforementioned languages
2. Provide written translation of written materials for the trainings, webinars and support meetings. This includes translation of tools in MS excel, powerpoints, training manuals and reports in MS word within the prescribed lay out and formatting
3. Coordinate the team of translators during all meetings and webinars. Coordinate the written translation workflow before and during the meeting (please indicate a coordinating translators person name).

Education & Experience Requirements

• Providing translation in French and Portuguese
• Experience providing interpretation services for global health
• Experience providing interpretation for trainings through online platforms (i.e. Zoom).

Method of Selection

Competitive Negotiations method shall be used to determine the winner. The following selection criteria with relative weight of criteria showed in percentages shall be used for selection for the bidders’ proposals that meet all obligatory qualification/eligibility requirements above and that essentially meet the above scope and deliverables:

1. Degree of completeness of services proposed in response to Request of Proposals (ToR): number of listed languages proposed, written translations and coordination services (relative weight of criteria 20%) – shall be assessed based on received proposal documents;
2. Quality and relevance of experience in translating at events and/or of materials on topics of HIV/AIDS, public health or related field (relative weight of criteria 20%) – shall be assessed based on CV and;
3. Quality and relevance of experience in translating at events and/or of materials on topics of access to medicine and intellectual property topics (relative weight of criteria 30%) – shall be assessed based on CVs of translators or short description of translation team experience with description of previous works;
4. Value for money (relative weight of criteria 30%) – shall be assessed based on provided quotation and scope of the work.

Tender proposals shall be evaluated by ITPC and the outcome of the selection procedure shall be notified to tenderers by email.
