Introduction:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID) which is dedicated to achieving and maintaining HIV epidemic control. It is led by FHI 360 as a prime contractor and has five years of performance from April 15, 2019, to April 14, 2024. EpiC is designed to break through remaining, persistent barriers to achieving the 95-95-95 goals among both key and priority populations (KP/PP) and promotes self-reliant management of national HIV programs.
EpiC Thailand project is looking for a vendor to develop new modules for KPLHS application, a web-based application for tracking, managing, and collecting data from clients of HIV-related outreach and health services. Epic Thailand will procure 3 instances of this application, plus the related ongoing services and support for the successful ongoing function of these applications. Each of the 3 instances is to serve a different Thailand based health organization.

a. Design Data linkage between KPLHS and eCascade application
I. Design the connection and generate datalink

Design Dashboard for “Index” testing

d. Design the hepatitis C virus (HCV), Chlamydia Trachomatis and Neisseria Gonorrhoeae (CT/NG), Hormone for transgender people and non-occupational HIV Post-Exposure Prophylaxis (nPEP)
I. Provide web interfaces to add new service for NG, CT, HCV, nPEP, Hormone
II. Create modules for functioning in both mobile and PC-based settings

2.Deliverables (ongoing support)*
a. Provide ongoing support to four main organizations in the use and function of the application:
I. Provide initial, and ongoing, training and documentation to each organization’s users
II. Provide organizations with ongoing bug fixes, small function changes, and basic system support as required
III. Meet regularly with organizations and with FHI360 to discuss broader issues, needs, or possible future functionality
IV. Ongoing basic maintenance of hosting and application infrastructure. This includes:

Pay all costs related to any hosting subscriptions or services that are agreed to be managed and paid by the Vendor.

Ongoing updates to application frameworks, PHP, libraries, and other infrastructure

Ongoing payments to renew domain names, SSL, and other recurring costs
V. Perform regular updates to all application and hosting elements that ensure strong data security; install the most recent patches and current techniques to prevent hacking, malware, data theft, data loss, etc.
VI. Implement and continually test systems for rotating backup of data and applications for all organizations.
b. Provide ongoing training and support to five healthcare facilities in the use and function of the application:
I. Assistance, training, and setup support in the normal use of the application
II. Refreshing of user’s skills as functions evolve
III. Respond with assistance when questions or issues arise
How to apply
3. Requested bidding/costing methods**
a. Vendor is requested to submit a bid in two parts:
I. Propose final fixed-fee cost for all of the one-time implementations specified above
II. Propose per-month cost for all of the ongoing support services specified above
b. Vendor is invited to submit additional explanation of their experience and their proposed methods
c. No cost will be paid, or reimbursed, to the vendor for any cost other than the two costs specified by the vendor above. All subscription, license fees, products, hardware, software, or services that incurred by the vendor must be paid by them and will not be reimbursed.
