Background

The Belgian bilateral cooperation has been active in Uganda for more than 20 years, supporting the Government of Uganda in its development agenda in various (sub)sectors: health, teacher education, skills and employment, environment, climate-smart infrastructure, etc.

Enabel has formulated a 5-year portfolio with a budget of €50m on Social Protection and Decent Work with the aim of ensuring a sustainable improvement of the living conditions of the most vulnerable populations in Uganda, Rwanda and the Democratic Republic of Congo. This will be achieved through investing in social protection systems and decent work in order to promote sustainable, inclusive and socioeconomic development.

The project focuses on the labour component of social protection, with a particular focus on four strategic areas: (a) creation of decent work and productive employment, (b) social protection, (c) rights at work and (d) social dialogue. Special attention will further be given to the formalisation of informal work and gender. In Uganda, the target sectors will majorly be agriculture, tourism and hospitality in the Rwenzori/Albertine region.

Job description

Joining Enabel as a Project Manager in Social Protection and Decent Work you will be directly reporting to the Portfolio Manager and you will be in charge of supervising an initial team of 4 people.

  • You work at Enabel as an intervention manager;

  • You are responsible for the good execution of the project (content, planning, budget, quality);

  • You coordinate the realisation of the activities with a view of achieving the project objectives;

  • You support the team members to lead the change process;

  • You contribute to capacity development of local and international partner organisations;

  • You coordinate the learning process on how the intervention contributes to the development of social protection and decent work and you contribute to the institutionalization of good practices at the national level;

  • You lead the team placed under your hierarchical responsibility while ensuring the functional link with other programmes in Uganda (health, support skilling for Uganda…);

  • You ensure that relevant results information is available for monitoring and evaluation in order to allow monitoring of performance, decision-making, learning and reporting.

Your profile

Required qualifications

· Master’s degree in Social Science, Law, Sociology, Social Protection & Labour Rights, Economics or other related field;

· An additional Post Graduate Diploma specialized in Decent work/ Social protection and having experience in capacity building for public actors is an asset.

Required experience **

· Minimum 5 years of relevant experience in steering international development projects;

· Minimum 5 years of relevant experience in Social Protection and/or Decent Work;

· Minimum one relevant professional experience outside your country of origin;

· An experience as team manager;

· Experience in several projects is an asset.

Required skills and knowledge

  • In-depth knowledge of project management methodologies;
  • Excellent knowledge of Social Protection provision systems and decent work at national and operational level;
  • Thorough knowledge on job creation, private sector development and skills development;
  • Knowledge of the social protection and decent work in Uganda, institutional set-up of Uganda Social Protection and decent work institutions and the relevant stakeholders is an asset;
  • Knowledge of the International Labour Organization (ILO) regulations and procedures would be an asset;
  • You are able to establish/maintain relationships and negotiate with government officials, representative(s) of civil society, representatives of workers ‘and employers’ organizations and academics;
  • Monitoring and evaluation competences;
  • You are result oriented and are able to inspire you team in that way too;
  • You have strong time management/organizational skills and are able to work under pressure;
  • Considering the working language of Uganda and the international environment in which you work, excellent knowledge of English is required. For the exchange with DRC and Rwanda, the knowledge of French is considered an asset.

· A salary package that comprises the monthly gross salary, in accordance with our salary scales (Class 6), and Enabel expat benefits such as a remoteness, assignment and hardship allowance, (capped) coverage of housing expenses, a moving compensation, an installation compensation, (capped) coverage of school expenses for children accompanying, an insurance package for the whole family, including repatriation insurance, and an annual round-trip flight ticket for each family member.

· In case of expatriation without the (dependent) members of the family, up to six additional round-trip flight tickets to the country of origin or another destination (capped in accordance with Enabel rules).

The various amounts vary in function of relevant recognised experience for the function and family composition.
