TERMS OF REFERENCE:

Framework agreement for media, communication and visibility services

BACKGROUND

Relief International (RI) is a leading nonprofit organization working in 16 countries to relieve poverty, ensure well-being and advance dignity. We specialize in fragile settings, responding to natural disasters, humanitarian crises and chronic poverty.

Relief International combines humanitarian and development approaches to provide immediate services while laying the groundwork for long-term impact. Our signature approach — which we call the RI Way—emphasizes local participation, an integration of services, strategic partnerships and a focus on civic skills. In this way, we empower communities to find, design and implement the solutions that work best for them.

RI has been operating in Syria since 2012, delivering integrated health, nutrition, protection and WASH services to cover the most urgent needs of Syrians affected by the protracted conflict. Leveraging on a decade of experience in delivering lifesaving humanitarian response in Syria, RI has become one of key health actors, engaging directly with communities to best identify and respond to their needs. RI- supported health facilities provide lifesaving primary and secondary health care services, including nutrition. To complement services provided by existing health facilities and decrease the risk of spread of diseases and incidences of malnutrition, RI incorporates institutional WASH in health programming to ensure availability of safe and clean water, access to sanitation facilities, and to provide support for medical and non-medical waste management. Using health as an entry point, RI is also able to handle disclosures of GBV incidents, and safely refer survivors to its specialized protection services, which include case management, emergency financial support for survivors and individuals at risk, a wide range of PSS services.

Through the gained community acceptance in complex security contexts, RI has been able to reach some of the most vulnerable Syrians in areas where no other actors operate, and successfully integrate services to effectively utilise the limited resources available on the ground. This integrated approach enabled RI to sustainably deliver healthcare, nutrition, protection and water, sanitation and hygiene services to people in need across its areas of operation in Syria.

OVERALL OBJECTIVE OF THE ASSIGNMENT

To produce a multitude of communications materials that capture the impact of RI’s interventions, to be used for diverse purposes, including internal communication, private advocacy and public engagement. These products should be tailored to the nature of usage at the request of RI. This includes (but is not limited to) materials and content that can be used for publication on web and social media, as well as used for electronic and print publications to promote RI’s work among different audiences and stakeholders.

SPECIFIC TASKS FOR THE SERVICE PROVIDER

  • At the instruction of RI and the supervision of the Communication Team:
  • Coordinate visits to selected health facilities/protection spaces or other locations where RI implements its programs and gather content to inform human interests stories by conducting interviews, filming videos, and taking photographs of participants, staff and members of the communities that RI and its partners work with, in addition to other persons/objects/places related to RI work.
  • Produce compelling written and audio-visual materials (text, photo and video editing, subtitling, translation, transliteration, subtitling…etc.) covering the impact of RI’s interventions in the field at the request of RI’s Communication Team.
  • Create a social media strategy, work plan and content calendar in collaboration with RI’s Communication Coordinator and produce corresponding materials to be used for social media including captioned photos, videos, infographics animations and engaging visuals to be used across the various social networks that RI utilize to promote the impact of its programmes.
  • Ensure that RI’s safeguarding guidelines are followed strictly, including through collecting informed consents from adults and caregivers for children, clearly and carefully relaying the risks of being featured in content intended for public use, and ensuring that all activities carried out within the remit and scope of this agreement does not cause any harm to communities that RI work with. The service provider will commit to providing all corresponding safeguarding related documentation to RI upon the finalization of each request in a timely manner.
  • The service provider commits to submitting ALL raw materials, including photos, footage, b-roll and audio recordings to RI upon the completion of each task.
  • Ensure that RI’s Communication & Branding Guidelines are consistently applied, including usage of the logo, brand image and voice, color palette in their suitable variations for each type of content.

OUTPUTS/DELIVERABLES

  • Under the supervision and in collaboration with RI’s Communication Team:
  • At least two photo stories per month
  • At least one edited video story per month
  • Weekly social media content (at least one post, including a photo/banner/poster/GIF/short video)
  • At least one animated video per year.
  • Upon request, Graphic design of reports/factsheets/human interest stories as per RI needs and according to RI’s and donors’ visibility guidelines.

REQUIRED COMPETENCIES, SKILLS and QUALIFICATIONS

The service provider (and their team) will be required to have the following qualifications:

TECHNICAL

  • Proven record of delivery of similar assignments with humanitarian NGOs
  • Previous examples demonstrating deliverables in the English and Arabic languages
  • A portfolio demonstrating the service providers proficiency in
    • photo editing and photography post-production.
    • graphic design and animation.
  • Awareness about humanitarian principles and ethical considerations related to field photography in and communicating about the Syria context.
  • Have no impediments or limitations to enter formal or informal displacement camps.

FUNCTIONAL

  • Ability to make new and useful ideas work.
  • Ability to improve performance and satisfaction.
  • Ability to listen, adapt, persuade, and transform.
  • Ability to productively feature RI knowledge and activities through communication content.
  • Capacity to work in a high-pressure environment with sharp deadlines, managing multiple tasks simultaneously.
  • Exercise the highest level of responsibility and be able to handle confidential and politically sensitive issues in a responsible and mature manner.
  • Awareness of and adaptability to social and operational sensitivities related to complicated contexts Syria (inter alia, service provider is required to have male and female staff for the intended content collection to ensure interviewees are comfortable speaking to the corresponding gender).
  • Competency to understand humanitarian sectoral interventions and tailor content collection for communications/advocacy purposes accordingly.

DURATION OF THE ASSIGNMENT

The assignment is expected to stretch over the period of one year. The agreement can be up for renewal pending funding in combination with satisfactory performance.

INTELLECTUAL PROPERTY

All information pertaining to this project (photographs, project documents, consent forms, etc.) belonging to the client, which the service provider may come into contact within the performance of their duties under this consultancy shall remain the sole property of Relief International, who shall have exclusive rights over their use. Except for the purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of Relief International. A separate clause in the contract with the service provider will discuss intellectual property; committing to this specific clause will condition the signing of the contract and consequently the completion of the assignment itself.

CONTRACTUAL ARRANGEMENTS AND SUPERVISION

The service will be hired under RI terms of contract and supervised by RI staff solely for the purpose of delivering the above outputs within the agreed time frame. Relief International as the client shall provide necessary support to the service provider to execute the assignment during the duration of the consultancy These shall include:

  1. Access to relevant projects and sites where material would be collected.
  2. Induction on relevant programmatic information, RI policies, security brief, etc.
  3. Contact details of relevant staff who will provide guidance and support in the field.

EQUIPMENT FOR THE ASSIGNMENT

No equipment will be purchased or provided by Relief International for this assignment. Any equipment needed to complete this assignment will be made available by the service provider.

REMUNERATION

  • Payment shall be made upon agreement with the service provider.
  • The service provider should be able to receive transfers of funds through available monetary channels.
