Job Purpose

The reporting and budgeting coordinator will be responsible for ensuring apply financial policies and procedures in the preparation of the annual Syria Civil Defence budget and for supervising and monitoring implementation of the budget. Also, the reports and budgets coordinator will supervise the of budget items expense and ensure the integrity of procedures and the validity of supporting documents.

Responsibilities

General administrative tasks

  • Prepare the necessary operational plans for the office and follow-up on implementation and submits periodic work progress reports.
  • Cooperate with internal and external parties of the Syria Civil Defence regarding the work of the reporting budgeting department.
  • Suggest development and capacity building programs for the department’s staff.
  • Supervise of periodic performance appraisal of each individual staff of the reporting and budgeting department
  • Participate in/periodically review of the financial policies and procedures guidelines.
  • Present suggestion and development initiatives for the work of the department.

Technical tasks

  • Manage the team of the reporting and budgeting department and prepares the annual budget of the Syria Civil Defence, supervises and follow-up on budget implementation.
  • Supervise the disbursement of budget items after getting the approval from the budget holder and ensure the integrity of procedures and validity of supporting documents.
  • Make recommendations for making a transfer between budget lines according to the needs of the Syria Civil Defense.
  • Follow-up on the procedures of disbursement from the budget and follow up on the funding received from international organizations.
  • Conduct amendments and budgeting realignment of the budgets in accordance with the requirements of the Syria Civil Defense plan, programs, and projects.
  • Adding new projects and new donors on the accounting software.
  • updating of the list of project detail on the grant tracking system
  • Manage the auditing team responsible for funding agreements with donors, review donor requirements and provide a detailed explanation about them.
  • Review and reconcile the monthly reports based on expenses recorded on the accounting program.
  • Share reports and documents with donors following the approval of other departments.
  • Respond to donor inquiries, observations on reports, documents and share them with the concerned departments to respond to them.
  • Prepare projects for internal and external audit in coordination with the financial manager and the Accounting Department.
  • Allocate expenses such as salaries, operating expenses and assistance activities fare allocation to donors.
  • Perform other tasks assigned to her/him related to the job.

Note: the above-mentioned responsibilities are illustrative ones. Another future responsibilities/accountability assigned to the job depending on the department’s organizational chart or title.

Qualification (Education/Work Experience)

A. Essential:

  • Bachelor degree in Finance or Accounting or related fields.
  • At least 5 years of proven professional previous experience in reporting and budget.
  • Native Arabic, at least B2 level in English.
  • 3-5 years of experience in Humanitarian work (NGO/INGO).

B. Desirable:

  • Master degree in Finance , accounting and relative fields.
  • Good Knowledge in using Quickbooks System.
  • Good Knowledge in Grants Management Systems.
