A. Project Title

International Parliamentary Inquiry into the International Response to the Coup in Myanmar

B. Background

Fourteen months since the violent coup in Myanmar, the global community’s response to the continuing atrocities has fallen woefully short of international obligations and standards, including the responsibility to protect, atrocity prevention, and the humanitarian imperative. The international community’s failure to impact change in Myanmar not only legitimizes the junta by default and worsens a major humanitarian crisis, its inaction also risks emboldening other brutal regimes by showing that atrocities can occur with impunity.

APHR is therefore organizing an international parliamentary inquiry into the actions taken by the international community in response to the Myanmar coup – with a view to providing concrete recommendations for the international community to meet its own agreements, obligations, and standards.

The inquiry will be conducted by a selection of leading MPs from around the globe and follow the format of other parliamentary inquiries conducted at the national level. It will accept both written and oral submissions of testimony and evidence from a variety of stakeholders. Oral evidence will be heard through public hearings broadcast live. Upon collection of information and evidence the committee will draft a report with key findings and recommendations. The report will be presented to key decision makers as well as to the media.

The objectives of the inquiry are:

  • To provide a platform to assess the response of the international community to the coup and its aftermath;
  • To provide strategic, principled, achievable, and timebound policy recommendations to international bodies such as the UN Security Council, the UN General Assembly, ASEAN, and governments;
  • To provide a space for victims and survivors to share their experiences with officials; and
  • To refocus the international media spotlight on the ongoing human rights and humanitarian emergency in Myanmar.

C. Scope of Work

APHR is recruiting a report writer to help the Committee with reviewing the evidence and information received and drafting the report of the Inquiry. The consultant will be responsible for:

  • Reviewing all written submission and information received and provide a summary of key points for Committee members’ review;
  • Sitting along the members of the Committee in all five oral hearings; and
  • Draft the Committee’s report, including findings, conclusion, and recommendations.

D. Institutional Arrangement

The report writer consultant will report to APHR’s Advocacy and Research Director and will closely liaise and collaborate with APHR’s Media Officer and Myanmar Advocacy Specialist.

E. Duration of Work

Start 8 June 2022 until 30 August 2022.

F. Duty Station

Remote.

G. Qualifications of the Successful Contractor

  • Sound knowledge of Myanmar political and human rights situation; including previous experience in conducting research on Myanmar;
  • Previous experience in drafting research report for advocacy and/or parliamentary reports;
  • Excellent writing skills for a wide audience; and
  • Fluency, both oral and written, in English; and
  • Capacity to write and work under short deadlines.
