Organizational Scope & Context:

The Migrant Protection Return and Reintegration Programme – North Africa (MPRR-NA) is a multi-year European Union (EU) funded programme that is providing protection, assistance and return and reintegration services to migrants, as well as strengthening collaboration and partnerships with government counterparts through capacity building activities and frequent meetings.

Under the overall supervision of the Programme Manager and the direct supervision of the Senior Programme Assistant, the incumbent will be responsible for supporting the implementation of the reintegration assistance for Egyptian returnees related to the MPRR-NA. In particular, s/he will:

Core Functions / Responsibilities:

  1. Serve as a focal point for all reintegration activities relating to the Egyptian returnees, provide advice and feedback to sending missions on case-related inquiries, including conditions in the country or availability of services, and ensure compliance in MiMOSA.
  2. Provide overall support to the provision of reintegration assistance (individual, collective and community) to the returning migrants in close coordination with Senior Programme Assistant.
  3. Assist the day-to-day management and functioning of the AVRR programme and activities.
  4. Distribute travel allowances and return grants to returning migrants, as appropriate.
  5. Develop the beneficiary profile and needs assessment formats and ensure that information on returnees is codified to ensure the confidentiality of data. Support continuous follow up for any changes in case or individual status / details and make respective changes in applications.
  6. Support the development of Standard Operating Procedures concerning return and reintegration processes.
  7. Support data management efforts, record keeping and maintenance of all reintegration efforts, including data entry activities as required by the project in MiMOSA and/or other relevant database in coordination with respective RO colleagues.
  8. Ensure the documentation and filing of all beneficiaries for reference and monitoring including regular update of beneficiaries’ information.
  9. Review conditions of the business plans as pertaining to the AVRR program and raise any issues.
  10. Provide counselling to the returnees to facilitate smooth socio-economic reintegration.
  11. Support the provision of community reintegration in coordination with government counterparts.
  12. Provide assistance in the development of appropriate monitoring tools for individual grants.
  13. Conduct field visits to the beneficiaries’ business sites and monitor developments thereof of grants.
  14. Support the preparation of M&E reports, carefully considering disaggregated gender data of the beneficiaries.
  15. Contribute to monitoring and tracking of reintegration expenditures and preparation of monthly financial and monitoring reports.
  16. Provide support to the assessment of the qualitative and quantitative impact of grants and community projects.
  17. Contribute to liaison tasks with embassies and governments to ensure provision of targeted reintegration assistance.
  18. Support the coordination of airport arrival assistance with airport staff and monitor that all returnees are assisted as required.
  19. Support drafting of relevant documentation, briefing notes, statistics and any other type of document as required.
  20. Perform any other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Bachelor’s degree from an accredited Institution in development, Management, Political, Law, Social Sciences, or a related field, with three years of relevant professional experience
  • High School degree/certificate with five years of relevant professional experience.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Operational and field experience in data collection and monitoring and evaluation.
  • Knowledge and understanding of Case management, data collection and reporting tools.
  • Experience in the field of Assisted Voluntary Return and Reintegration (AVRR) or Humanitarian Repatriation (HRAP) of stranded migrants to countries of origin.

Skills

  • Strong communication skills is essential,
  • Knowledge of protection and determination of vulnerabilities
  • Knowledge of IOM’s Mimosa system is an advantage.
  • Strong knowledge of computer applications, especially MS Word, Excel, Outlook and Access

Languages

  • Thorough knowledge of English and Arabic.
  • Working knowledge of French is advantageous.
