ROLE PURPOSE

The Regional Roving Security Specialist will support the RSA. S/he will provide innovative support to the Country office, provide surge capacity and training support to Plan International offices in the area of the Regional Office for West and Central Africa ( WACA RO). S/he will enable an intersectional approach to security risk management, effectively supporting COs and PUs in implementing the #SecurityForAll strategy, and Women In Security Consultation recommendations. S/he will ensure that Plan International Security in WACA RO, includes Gender, SOGIESC, Anti Racism dimension, is available to all staff whether national or international, and is inclusive to staff with disabilities

S/he will support Plan International program delivery while maintaining the security and safety of Plan International personnel, assets, activities, and facilities in the region.

The incumbent will directly report to the Regional Security Adviser and be outposted in XXX. The tasks require the incumbent to frequently travel within the region (55%) and on an occasional basis to support other regions globally.

Accountabilities/ Responsabilities

Under the direct supervision of the RSA, the incumbent will

    1. Keep up to date with and advise upon regional and local security developments and

issues and the potential impact upon Plan International activity to inform security and operational activities.

    1. Provide technical advice, guidance, and support e.g. operational security

requirements, security assessments, and plans to country offices to strengthen the capacity within security management, crisis readiness, and preparedness, contributing to the development of country strategy, policies, and planning.

  • Support the RSA with the day-to-day management of security risk management

strategies in WACA RO and in providing strategic advice to Regional Office ( RO) and Country

Office ( RO) Senior Leadership team.

  • Coordinate security efforts to support activities of the Crisis Management Team ensuring effective response to specific security incidents.
  • Support Plan International field activities and missions through mentoring and by providing

technical support to the Country Office Security teams related to security clearances,

elaboration of Specifics security risk assessment, mission planning, and Field security assessment. S/he will support and provide technical oversight for deep field mission, staff accounting, and high-level visits.

Act as a surge Security Advisor in a country office in case of absence.

  • Identify potential security training and development opportunities and needs and

facilitate training sessions as required to build the security capabilities of Plan International and external partners. Will deliver Plan International HEAT Training after being internally certified and will act as Master trainer.

  • Develop and maintain security information management systems to process and

make available operational data, including training needs, status, and plans, security

personnel needs, security, and safety mission tracking (including but not limited to

Security Assistance Missions, Oversight missions, Fire Safety Missions), donor

Support. Monitor compliance with Plan international Safety and security policies, Security self-assessment, Women in Security action plan, and security for all strategies.

  • Support Country Offices in developing work plans to address compliance in an inclusive and intersectional approach to security risk management and record progress in their implementation.
  • Deputize for the RSA and/or represent the RSA at meetings to present relevant

security issues and contribute to technical discussions provide direct operational support to Country Offices in their implementation of security risk management measures.

  • Support the development, communication, and implementation of security policies,

rules, regulations, standard operating procedures (SOP), and best practices across

the WACA RO Security Focal point and SA.

  • Provide support and advice to RSA in elaborating, reviewing, and/or updating key

security risk management documents, SOPs, contingency planning, and readiness

procedures.

  • Support offices in developing basic and fit-for-purpose security analysis, determining key trends and patterns, developing informed actor mapping, and determining the impact on Plan International program, staff and assets.
  • Support Country offices in elaborating a clear humanitarian/aid access strategy encompassing both networking, actor mapping, and negotiations.
  • Under the RSA’S oversight, coordinate with other functional areas, in particular, DRM. Emergency and Preparedness, on matters of BCP, Contingency planning, Access and humanitarian military interaction (aka civil-military)

coordination).

  • Work in close collaboration with internal counterparts and external partners to align

security activities with wider programs.

  • Identify, build and maintain productive relationships with government agencies and

national partners to align activities and optimize the best protection for staff,

activities and facilities.

  • Support country offices in ensuring that Plan International personnel are kept aware of the

implementation and compliance with Plan International Global Safety and security policies and guidance and regional and Country offices’ procedure

  • Promote a culture of openness and transparency actively supporting incident reporting and helping address sensitive issues, such as Gender-based incidents, homophobic, ableist, or Racist-based incidents from a victim-centred approach with respect to the necessary confidentiality.
  • Actively communicate and promote an inclusive and intersectional approach to security risk management, ensuring that every security assessment, plan, and procedure take into account Women staff, LGBTIQ+, national staff, ethnical minority, staff of colour, staff with disability, staff with the lower pay grade in the organization, community mobiliser, and volunteers.
  • Perform other duties as required.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Key relationships

Internal:

  • Regular contact and interaction With Plan International Regional Security Advisor, on security development or strategy. Report any issues, concerns, or incidents.
  • Medium contact with Regional Director and Director of sub-region on strategic issues and crisis management.
  • Maintains regular contact with country SFPs/CDs, and/or their designates to provide support and guidance.
  • Ensures frequent contact and engagement with Plan’s global security team and director of Global Safety and Security or his deputy taking responsibility for the development and roll-out of agreed strategies, procedures, and other jointly owned objectives within the global security team
  • Offer technical support and guidance for the understanding and implementation of quality and sustainable Security programs and to remain updated on organizational security issues at all times.
  • Regular contact with the Sub Regional Directors for leadership support in the delivery of the role.
  • There is medium to high contact with national, regional, and IH program team members and other external stakeholders to develop and implement programs to support the fulfilment of Plan international’s Security strategy.
  • There is medium to high contact with other staff in the Regional Office to foster understanding and support in the delivery of the organization’s business goals, particularly the Regional Administrator (Risk), People and Culture (Health and Safety – H&S), and Disaster Risk Management (DRM).

External:

  • There is medium to high contact with security networks and security intelligence reports nationally/regionally/internationally for effective collaboration and representation of Plan’s interests.

Technical expertise, skills, and knowledge

Experience, Knowledge, and Skills

  • At least 5 years experience in Security risk management with minimum of 3 years in the humanitarian/aid sector.
  • Demonstrable Country Office Security manager experience (chief of the unit, or main security advisor). Experience as a Security Manager in two different countries is a plus.
  • Knowledge of NGO functioning is compulsory.
  • Experience in an intersectional approach to security risk management, actively promoting inclusivity for all staff ( National, International, Staff with diverse SOGIESC, Women, staff with disability, staff of colour, Ethnical minority, community volunteer and mobiliser, NNGO partners) Is actively researched.
  • At least one of these three qualifications/ demonstrable experience is required:
    • Certified Heat facilitator or equivalent including first aid trainer.
    • Certified Security Analyst or demonstrable experience in the humanitarian context
    • Demonstrable and extensive Humanitarian access strategy and negotiation experience. Certification with INSO/CCHN or Clingeldael Institute a plus.
  • Has experience in operating in high-risk environments.
  • Has provided support in the provision of technical security operations advice to strengthen the security management function of an NGO or humanitarian agency
  • Has managed small teams of staff with related areas of expertise.
  • Has developed some experience managing resources.
  • Significant experience in directing and managing professional personnel and operations is required, particularly with team-based approaches.

Education and experience

Advanced University degree in Security Management, International

Relations or Law Enforcement or another relevant field, or First

University degree with additional years of related work experience

and/or training/courses. A diploma obtained from Military/Police

Academy with qualifying relevant experience may be accepted in

lieu of the First University degree.

Physical Environment

The employee will be based in the Regional Office in a typical office environment with frequent travels within the region and globally including visits to rural communities. Willingness to travel at short notice with limited possessions, to be deployed during emergencies, and/or stay and work in difficult areas (including insecure or violent environments and/or with limited access to basic facilities, etc.) as required.
