The primary function of the Regional Risk and Compliance Coordinator – Programmes (RRCC – P) is to ensure effective risk management processes and internal procedures and policies are socialized, understood, and maintained. The post will work closely with the related post on the financial management side to;

  1. Providing independent assurance and consulting services that improve operations and program delivery of Country Offices in ECA.
  2. Evaluating the effectiveness of non-finance focused risk management, control, and governance across the program portfolio in ECA.
  3. Determine compliance with selected non finance focused policies, procedures, donor requirement as well as local laws and regulations.
  4. Perform special investigations as requested.
  5. Making recommendations to the COs that will increase efficiency and/or effectiveness of the control systems of functions reviewed. The RRCC – P skills profile will include strong program quality and delivery focused skills, including partner support, program planning and implementation, reporting, and program closure.

The postholder must have strong analytical skills, a high attention to detail, an ability to work effectively under time pressure and very strong business partnering skills, with the ability to influence CO senior staff. They should be a team player, with a proactive and self-starting approach to work with the ability to offer structured guidance, and the ability to ensure that the right level of guidance and support is provided for CO level program teams.

RESPONSIBILITIES

Compliance Functions

  • Prepare short and long-term plans for the general improvement of CO level program compliance activities.
  • Undertake as required improvement plans on topics of concern which are flagged in internal audits or raised directly by Country and Regional colleagues.

Risk management

  • Provide technical support to the COs in Program focused risk management processes.
  • Evaluate and contribute to the improvement of risk management, control, and governance process in the following areas.

Partnering with the wider organization

  • Work with CUSA IA on CO audit follow up and compliance related aspects of program delivery.
  • Work closely with CARE Member partners to understand and address issues relating to program delivery.

QUALIFICATIONS

  • Bachelor’s degree in social studies or development studies.
  • Strong understanding of effective Monitoring and Evaluation practices (required).
  • Strong understanding of effective Project Cycle management approaches – ideally with formal training in this field (required).
  • Minimum 7 years of experience in Project/Program management.
  • Facilitation skills to conduct training sessions for small, medium, and large-sized groups.
  • Experience with major donor audits (e.g., USAID, EU, ECHO etc.)
  • Strong oral and written communication skills; Customer focused while handling multiple priorities.
  • Ability to quickly learn new systems, processes, and procedures and adapt local practices to global standards.
  • Good leadership, coaching, and negotiation skills.
  • Ability to work on teams, work at a detailed level and understand the larger picture.
  • Proficiency in Microsoft Office including Excel and Word.
