Regional Resource Management Support Assistant

Context:

Established in 1951, the International Organization for Migration (IOM) is the leading UN agency in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services to migrants and advice to governments, including in the development of coherent and rights-based migration policies and mainstreaming migration into the development agenda.

Under the overall supervision of the Regional Director (RD) in Dakar; and the direct supervision of the Regional Resources Management Office Finance and Budget Officer (RRMO) for West and Central Africa (WCA), the successful candidate will assist in monitoring and supporting the financial functions of the Country Offices (COs) within the WCA Region.

Core Functions / Responsibilities:

  1. Provide overall support to the Resources Management Unit and the RRMO in monitoring and analyzing the overall budgets and financial health of COs in the region through regionally developed tools such as the Common Costs Tool. Propose budget control process improvements as relevant.
  2. Assist the RRMO to facilitate the timely and accurate recording of financial transactions by the COs in the ERP system of IOM, with high attention to using appropriate project, WBS and General Ledger account information.
  3. Contribute to the monitoring of budget versus actual financials for the operational activities of the Regional Office
  4. Monitor, process and reconcile financial transactions and payments to staff and suppliers in a timely manner, maintain financial records using the IOM Enterprise Resource Planning (ERP) System in line with IOM financial regulations.
  5. Assist the RRMO in the monitoring and implementation of internal controls to prevent fraud and mismanagement. Provide support to COs to regularly review their procedures and workflows to ensure efficiency and compliance.
  6. Contribute to the preparation and review of supplementary and local instructions and procedures to complement or adapt the financial management instructions of IOM, taking into consideration the volume of activities, staffing, and the constraints and specific needs of the CO’s.
  7. Assist the RRMO in providing first-line support, guidance, and training to Resource Management Officers (RMOs) or other staff in the Region regarding ERP system and their institutional technological solutions relevant to the area of expertise.
  8. In close coordination with the RRMO and Project Managers, contribute to support IOM’s preparedness and responsiveness to the verifications of regional managed projects.
  9. Assist the RRMO to ensure a timely period end closure of the Regional Office.
  10. Perform such other duties as may be assigned by the RRMO.

Required Qualifications and Experience:

Education:

  • Bachelor’s degree in Business Administration finance or related fields from an accredited academic institution with four years of relevant professional experience
  • Orhigh school diploma and six years of professional experience in connexe fields.

Experience:

  • Familiarity with UN common system or similar systems.
  • Knowledge of other IOM donor rules including eligibility criteria.
  • Experience or ability in preparing clear and concise financial reports, and effectively coordinating office activities.
  • Strong financial analysis skills including Month-End reports and Accounts reconciliations is required.
  • Knowledge of procurement process within SAP is required.
  • Experience in working with auditors, reviewing supporting documentation and assisting missions to reply, under the supervision of the RFBO.
  • High level of computer literacy. Good knowledge of MS Office.
  • Advanced knowledge in Excel (pivot tables, SumIfs, lookup functions).

Skills

  • Knowledge of International Public Sector Accounting Standards (IPSAS);
  • Knowledge of IOM/UN accounting system, software and procedures, Common System regulations, policies and procedures are a distinct advantage.
  • Familiarity with financial oversight and public administration is an advantage.
  • Knowledge of MS Office products and good computer literacy skills are required.

Languages
