Position: Regional Recruiter, Africa/Asia

Location: Nairobi, Kenya, or remote-based within the time zone range of CAT to PKT.

Reports to: Regional HR Manager – Africa/Asia

About the Africa-Asia Region:

RI currently operates in nine countries in the Africa/Asia region: Afghanistan, Bangladesh, Iran, Myanmar, Pakistan, Philippines, Somalia, South Sudan, and Sudan, with a focus on the four RI sector pillars: Health, WASH, Education and Economic Opportunity. RI currently employs more than 3,000 staff (direct and indirect) in the Africa/Asia region and implements a range of emergency response and development programs valued at approximately $50 million USD on an annual basis.

Position Summary:

As part of the Regional HR Team within the Regional Support Office (RSO) for RI’s Africa & Asia Region, the Regional Recruiter will serve as a strategic partner in advancing and meeting the region’s talent needs, improve recruitment processes and systems and increase the visibility and knowledge of RI as a preferred employer in the region. The Regional Recruiter partners with the Regional HR Manager and hiring managers in the region to develop search strategies, build talent pipelines, advise country and regional teams on recruitment strategies, track and proactively communicate on progress and outcomes for all recruitments. This will be a critical role in managing, optimizing, and designing a talent acquisition program that will enable RI to expand its funding portfolio in the region. The RR will also be tasked to train hiring managers and country HR staff on recruitment skills, track and report on key metrics for recruitment, promote Safe Recruitment, Diversity Equity and Inclusion in recruitment.

ESSENTIAL RESPONSIBILITIES AND DUTIES:

The RR will execute the following common set of duties and practices related to strategic partnership for regional recruitment , recruitment management and policy, promote Safeguarding, Diversity, and Inclusion in recruitment.

Strategic Partnership:

  • Establish a strong rapport with hiring managers at regional and field offices to understand their strategic staffing needs, priorities, constraints and fill vacancies in a timely manner;
  • Participate in strategy sessions and apply knowledge gained to all aspects of the recruitment efforts and review solicitations for staffing needs, structure and donor/project requirements;
  • Build strong relationships with regional and country teams and serve as strategic advisor on recruiting matters and placement of staff;
  • Take initiative to provide innovative solutions to challenges and ensure timeliness and efficiency in recruitment;
  • Gain a deep understanding of RI’s programs and operations in the region, in order to provide superior talent sourcing, recruiting, and hiring in support of, and partnership with, hiring managers;
  • Partner with hiring managers and advise on networking, sourcing, recruiting strategies and provide recommendations for attracting diverse pool of talent for all open positions;

Recruitment Planning & Management:

  • Build a strategic talent resource plan for the region that reflects short and long-term staffing needs, approach to manage full-time employees, project-based employees, volunteers, and consultants in one coordinated approach;

  • Establish a strong rapport with hiring managers across the region to understand staffing needs, priorities, constraints and fill vacancies in a timely and efficient manner;

  • Proactively build RI’s Africa/Asia regional talent pipeline and network of potential candidates by identifying, screening, interviewing and assessing candidates for future business development goals;

  • Develop and maintain regional network of recruiters, contacts and candidates via proactive use of social media (Facebook, LinkedIn, etc.)

  • Develop and maintain a regional surge-roster of candidates for hard to fill positions to enhance quick deployment of key staff;

  • Provide support to country HRMs for surge recruitments;

  • Responsible for end-to-end recruitment for all open positions: design/review TORs, post vacancies, review resumes, interview candidates, lead post-interview discussions, and manage candidate communication and expectations;

  • Ensure a positive candidate experience through the recruitment process for continuous talent pipelining;

  • Provide an efficient and high-quality experience for every candidate from application stage to offer, evaluating skill level, driving the interview process and offer process, including robust reference checks, salary recommendations and closing of candidates;

  • Coordinate reference and background checks, and ensure candidate records are accurate and complete before processing offers and contracts;

  • Create and maintain a tracker for all active proposals or bids in the pipeline to manage progress of recruitment for key personnel and deadlines across the region;

  • Utilize applicant tracking system from requisition to hire, ensuring compliance with RI policies and applicable country labour laws;

  • Ensure timely orientation and onboarding for new hires as per RI policy;

  • Collaborate with the Regional and GSO HR Manager to maintain organization charts for the region and country offices, and all recruitment files are maintained in compliance with local laws concerning employment.

Recruitment Policy & Training:

  • Train line managers on RI recruitment policies, procedures, SOPs and guidelines particularly focused on Safe recruitment, Safeguarding & Protection, and DEI to enhanced awareness and compliance;

  • Coach, train, and be a resource to regional and country staff with the aim of increasing use of data tools (ATS, reference check tool, JD writing tool), exchanging knowledge and concerns between the regional Recruiting team and country recruiting teams, and providing professional development guidance;

  • Assist in regular review and roll out of recruitment policies, employment policies and procedures in compliance to RI’s standards and evolving national labor laws;

  • Support all Ethics & Compliance tasks focused on recruitment, orientation and onboarding including but not limited to due diligence and enhanced due diligence;

  • Ensure timely processing of new contracts, contract extensions, staff transfers, promotions and other change of status/ personnel changes;

  • Support other HR processes from employee on-boarding and orientation to exit interviews.

QUALIFICATIONS & REQUIREMENTS:

This position demands a highly dynamic, proactive, self-driven and flexible individual with solid effective staffing planning and sourcing skills. Ready to provide substantive contributions and explore advancing their experience and career to achieve results in a demanding and fast paced environment. An excellent planner and communicator, team player with fluency in English and who is at ease working in a highly diverse team, capable to adapt communication styles to different audiences.

  • Bachelor’s degree with five (5) years’ work experience, which must include three (3) years in international recruitment, Certified Internet Recruiter certification a plus;
  • Demonstrated experience and ability to create, implement, maintain and improve recruitment strategies and systems in a high-volume context supporting over of 3000+ employees in multiple locations within a region required;
  • Experience with USAID, UN agencies, and/or NGO project and proposal recruitment;
  • Critical thinker, able to identify issues and opportunities, provide solutions and reach consensus with multiple stakeholders;
  • Demonstrated success in building professional relationships with key senior management and regional partners;
  • Demonstrated ability to perform and prioritize multiple tasks in a fast paced, high volume environment;
  • Cross-cultural sensitivity, knowledge of and ability to work with people of diverse backgrounds
  • Excellent oral and written communication and representational skills;
  • Excellent project management, interpersonal and negotiation skills and a demonstrated ability to provide excellent client service in a cross cultural context;
  • Strong collaborator with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units required;
  • High level of tact and diplomacy, and the ability to use appropriate styles and methods of communication to ensure a professional customer service to diverse consumers of HR services at the regional and country offices;
  • Solid organizational skills as well as the ability to be flexible and work well under pressure in a fast paced multi-tasking environment;
  • Strong writing and presentation skills with ability to communicate well within and across diverse groups and perspectives;
  • Proven ability to remain calm, focused and organized and to deliver results on time when under pressure and with rapidly changing circumstances.
