Duty Station: Dakar with travels to other DRC offices of the region

Employment Period: 12 months (renewable)

1. Background

DRC has been operating in West Africa since 1998. The DRC West Africa Regional Office (hereafter: WARO) is based in Dakar, Senegal, and covers six countries outside of Senegal. Led by the Regional Director, the DRC WARO oversees, supports and provides strategic directions for DRC’s Country Offices within the region, which currently includes Mali, Burkina Faso, the Niger, Nigeria, Cameroon and the Central African Republic.

2. Purpose

DRC West Africa Regional Office is looking for an experienced Program Quality Development coordinator to drive high quality program development in support of countries and multi- country strategic initiatives in the West Africa region, creating, identifying and assessing new funding opportunities while promoting innovation in the region. The role is expected to maintain high-quality proposal development across variable country contexts; and will actively seek to support DRC in developing quality and innovative interventions, multi-country funding opportunities and consortium partnerships.

The WA Program quality development regional coordinator for program quality development reports to the Regional Head of Program and works in close collaboration with the Regional SMT, countries SMTs, the Regional Technical Coordinators, Country Technical teams and other members of the regional and country program teams. The role covers the following country operations: Burkina Faso, Niger, Nigeria, Cameroon, Central African Republic and develop and support regional /multi-countries/ cross-borders ambitious programs in the region.

3. Responsibilities

Strategic stakeholder engagement:

  • Supports the process to position DRC for relevant programming across the West and central Africa region though engagement with key stakeholders at regional level
  • Supports DRC engagement on a strategic basis with institutional donors in order to facilitate technical programme exchanges, influence policy and thinking, and identify key areas of potential cooperation, including program funding.
  • Actively seeks partnerships and collaboration with non-traditional DRC partners and donors at regional level, in order to open doors and provide information to country programmes, in collaboration with the Business Development Taskforce
  • Assists in identifying and establishing strategic partnerships across the region in collaboration with Regional Office and and Country Offices SMTs

Program Opportunities :

  • Supports the design and implementation of national and regional resource mobilisation strategies intended to strengthen funding and partnerships to deliver the regional strategic development plan and results contract.
  • Supports the adequate resourcing of programmes within the West Africa region.
  • Monitors the funding pipeline and leads on new strategic business development and forecasting
  • Actively identifies, qualifies and tracks funding and partnership opportunities in a systematic manner in pursuit of supporting DRC programming in the West Africa region.
  • Actively tracks multi-country funding opportunities and looks for new consortium partnerships with stakeholders at regional level for multi-country programming.

Bid development:

  • Prepares all necessary groundwork for national, multi-country or multi-regional proposal development and bid management;
  • Helps assemble bid development teams.
  • Ensures quality of proposals of country, multi-country or multi-regional strategic bids in strong collaboration with regional and country program teams to ensure high quality competitive proposals in order to successfully secure institutional donor funds at scale.

When manageable, the Regional Programme Quality Development Coordinator may be asked to carry out other duties requested by the Regional Head of Programme or the Regional Director.

4. Required Qualifications

Mandatory:

· University degree or equivalent in Business Administration, Law, Economics, or International Development or other relevant experience. An Advanced degree is preferred. **

· At least 5 years’ experience and success in engaging with bilateral and multilateral donors for an international agency;

· Demonstrable experience working in fundraising and business development in WA countries;

· Demonstrated ability to devise and implement resource mobilisation strategies;

· Proven ability to secure new business opportunities and partnerships;

· Experience working with technical teams to develop program proposals that are funded by institutional donors;

· Strong networking, representation, and negotiation skills;

· Superior computer skills;

· Fluent French and English (oral and written)**

Desirable :

  • Previous experience in a Central / Western African country

  • Fluent in Spanish

6. General Regulations

  • The employee must follow the DRC’s instructions for security, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework.

  • The employee must not exercise any other remunerated activity during the term of his contract with the DRC without receiving prior authorization to do so

  • The employee must not engage in any activity that could interfere with the DRC or the implementation of any project during the term of the contract with the DRC.

  • Employee must not give media interviews or post photos or other material related to the project without prior permission.

  • The employee must return all equipment borrowed for the project to DRC after the end of the contract period or upon request.
