Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration’s (IOM) Regional Office for Asia–Pacific (ROAP) and its partners use, produce, and monitor migration-related data for planning, policy-making and operational purposes. The Asia–Pacific Regional Data Hub (RDH) aspires to reference a comprehensive set of such data, including information on migration and human mobility trends, stocks and flows in the Asia-Pacific region. In line with the IOM’s Strategic Vision, the Global Migration Data Strategy and under the thematic guidance of the IOM’s Global Data Institute (GDI), the RDH aims to support evidence-based strategic and policy level discussion and operations on migration and human mobility through a combined set of initiatives including strengthening of regional primary and secondary data collection and analysis; increasing data governance and Information Management (IM) capacity across countries; providing technical support and guidance to ensure harmonization and interoperability of key methodologies and tools used to monitor population mobility, in synergy to existing international and United Nations (UN) standards and approaches; and the engagement of key stakeholders, UN, civil society and governmental counterparts in migration dialogue and consultation.

Under the overall supervision of the Regional Director and, the direct supervision of the Regional DTM Officer based in Bangkok, Thailand and in close collaboration with respective units in Headquarters (HQ), the GDI Director and Thematic Specialists at the Regional Office (RO), the Regional Migration Data Analysis and Research Officer (MiDARO) will be responsible for leading ROAP and RDH’s work on migration data analysis, focusing on migration and human mobility dynamics including mixed migration movements, trends, and characteristics across the region.

Core Functions / Responsibilities:

  1. Conduct and coordinate regional, sub-regional, geographic and thematic analyses and reports on issues of relevance to the current human mobility and migration dynamics in the region.
  2. Work closely with and lead the RDH team to pursue its core objective to enhance, strengthen and promote the regional evidence base on migration and human mobility, including by addressing existing primary data gaps through innovation, nowcasting, foresight and scenario building, developing a long-term approach for real time monitoring of releases of new data sets and consolidating primary and secondary data and research in the region covering migration and displacement, in coordination with the IOM Global Migration Data Portal.
  3. Identify gaps in existing migration and human mobility data, specific data needs for local, national, regional, sub-regional and global policy making, and capacities of relevant actors on migration and human mobility data. Develop tools and mechanisms to fill those gaps, in close alignment with international approaches and standards and existing IOM supported global mechanisms (e.g. the Migration Data Portal, the United Nations Network on Migration (UNNM) Migration Hub).
  4. Support the analysis and validation of internal, cross border and international migration andhuman mobility data collected at various points along the migration journey – at departure, en-route, in destination and upon return, stranded or in need of assistance, voluntary and forced, humanitarian evacuations, support to migrants on socioeconomic inclusion and reintegration and strengthening their development contributions to societies. Validate data through qualitative information and triangulation with other sources and disseminate to relevant recipients/stakeholders, in synergy with the global processes including the Global Migration Data Network.
  5. Use existing IOM data from global, regional, sub-regional and national projects and initiatives for data triangulation to enhance cross-thematic data analysis for regional and national reporting within the Asia and Pacific region and to strengthen evidence-based policy formulation, national and regional humanitarian and development planning.
  6. Lead and support desk review and carry out extensive and in-depth data analysis ofdata-sources identified under the desk review.
  7. Under the guidance from Regional Data Hub coordinator and in close coordination with the IOM Global Migration Data Portal work, plan, design, enhance and implement the integrated methodology and an interoperable mechanism for data collection and information management to ensure accurate and reliable data is collected, stored, and submitted in a timely manner for further processing.
  8. Support IOM’s and RDH’s work on data related elements of the Agenda 2030, Global Compact on Migration (GCM), other relevant UN processes (e.g. the Common Agenda, the UN Data Strategy) and to implement the IOM Migration Data Strategy (MDS) and support the roll out of the IOM Strategic Vision, as well as the ROAP Strategic Priorities discussions with and the support for the Governments, and the pressing need for further information on the socioeconomic impacts on migrants following COVID-19.
  9. Participate in regional forums on migration and human mobility when requested to support improved coordination on data and evidence for policy and guidance at the regional level; When requested, work with the RDH team to develop tailored data and evidence analysis on specific issues to support IOM and its partners’ policy analysis objectives.
  10. In close synergy and coordination of global approaches and methodologies, take lead in the development of an IOM Regional Toolkit for developing capacities of Civil Society Organization (CSO) and Government partners on data processes, analysis and systems for migration, in collaboration with the Global Migration Data Analysis Centre (GMDAC) of the GDI, the Migration Sustainable Development Goal (SDG) toolkit, and other relevant resources.
  11. Develop user-friendly training modules and workshop materials based on IOM’s Migration Data strategy and the 2030 Agenda, expanding on the guidance on monitoring indicators related to migration and the SDGs.
  12. Ensure the timely preparation and generation of regional, sub-regional and national level information products, as well as information sharing and dissemination to all relevant channels.
  13. Adhere to IOM data protection policy, data governance standard, data security standard, International Trade Centre (ITC) standard, and consider best practices and lessons learned on ethical data collection, use, sharing and dissemination.
  14. Represent IOM in different platform working groups and provide strategic input towards the agreed results.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Migration Studies, Demography, Political or Social Science, Statistics, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in information management, reporting, coordination and analysis of data triangulation and analysis from multiple large and complex information systems;
  • Research experience (including field experience) in the area of demographic and population studies, human mobility, internal and international mixed migration, and refugees/IDPs in developed and developing countries;
  • Experience in internal and/or international mixed migration data analyses is required;
  • Experience in data collection, database merging, data processing (incl. cleaning) data analysis for research, policy and report writing;
  • Professional experience in coordinating multi-cultural teams and field-based staff;
  • Practical field experience and understanding in domains related to relief interventions and humanitarian action (including support to displaced populations and implementation of emergency and early recovery activities), UN, and the cluster system is an advantage;
  • Experience in survey and questionnaire design and probabilistic sampling is an advantage.

Skills

  • Familiarity with computer programs, including MS Office suite.
  • Advanced English writing and communication skills.
  • Knowledge regarding quantitative and qualitative statistical data analysis in areas of social science, internal and/or international mixed migration and human mobility.
  • Knowledge of one ore more data analysis and visualization software (e.g. PowerBI, GIS ARC, Stata, SPSS, R, Tableau).
  • Database development and management skills an advantage.
  • In-depth knowledge regarding econometrics will be considered as an advantage.

Languages

IOM’s official languages are English, French, and Spanish.
