General objective of the position:

The Regional Finance Manager oversees the financial operations of an organization’s regional office and provides financial recommendation. Monitors expenditures and prepares accurate and timely reports of financial statements.

Main tasks and responsibilities:

  • Provide policy clarifications and assistance in understanding and complying with donor policy and SAMS Financial policies.
  • Identify and implement preventive and corrective actions to address issues found during the reviews.
  • Issue identification and resolution – On-demand basis and through regular review of financial dashboards, investigate and resolve complex exception issues including receivables, Bank Reconciliations, etc.
  • Contribute to process improvements and initiatives that achieve financial and award management KPIs and essential standards.
  • Track, review, and verify bills received for country offices.
  • Provide technical advice to Country Offices’ staff on finance related matters and support as needed.
  • Provide solutions to budget challenges and apply own financial expertise to ensure maximum leverage of available funds.
  • Consolidate and compile regional periodic financial reports, commentaries, and ad-hoc reporting/analysis as and when needed.
  • Carry out regular support visits to countries, conduct portfolio reviews, provide technical support, conduct refresher training, review the capacity of finance and award teams and ensure standard tools are used. Provide detailed feedback to the Country Finance Managers and Senior Managers.
  • Actively participate in the Regional Management/ Leadership team, and Key Finance Team meetings as well as attend and actively participate in strategic regional meetings.
  • Conduct Regional financial monitoring by contributing to the development of financial monitoring system, analyzing and sharing of financial reports/ information.
  • Oversee and manage the continued development of budgeting, financial forecasting, and modeling tools.
  • Anticipate financial risks, present budget updates and mitigation plans, and report them to the Regional Director.
  • Prepare all financial statement and ensure all country officers are providing proper financial statements.
  • Manage accounting, payments, and financial reporting.
  • Review Cash requests from Country offices.
  • Maintain a filing system for all relevant documentation.
  • Lead sound financial planning process to secure financial long-term stability of the organization.
  • Facilitate any internal / external audits.
  • Ensure quality control over the financial transactions of the assigned countries: monthly review ledger activities, check sample documents, confirm reconciliations from the banks, petty cash, payable, payroll, incomes to receivable accounts, post in the ledger correcting entries when needed
  • Oversee the month end closing procedures and financial reports of the Country Offices in a timely manner.
  • Maintain effective control over budgets and planning: oversee countries in annual planning development, control budget spending, anticipate budget variances or funding gaps, and provide recommendations to field-based managers.
  • Contribute to the annual technical evaluations of the Country Offices finance staff.

THE CANDIDATE’S REQUIREMENTS

Mandatory Qualifications required

  • University degree in any related field.
  • a Master degree is an added advantage
  • 8 years of experience in Finance Managerial Position, desirable 10 years

Languages

  • Fluent written and spoken in Arabic
  • Fluent written and spoken in English

Competencies:

  • Excellent management and supervisory skills.
  • Excellent analytical and organizational skills.
  • Proficient in database and accounting computer application systems (QuickBooks, CostPoint 7).
  • Excellent written and verbal communication skills.
