KEY ACCOUNTABILITIES

  1. Provide COs with technical and operational guidance on the implementation of the WFP NGO Corporate Guidance which includes Call for Proposals, selection process, partner induction, partner evaluations, etc.
  2. Provide to HQ practical RBB input on the development of corporate templates and standards.
  3. Support COs with the development of key documentation such as Standard Operating Procedures (SOPs), Cooperating Partner Committee ToRs, checklists, etc. that support an effective CP mgmt. function.
  4. Provide guidance on Field Level Agreement (FLA) management, including budget negotiations, data entry, distribution reports and invoice management.
  5. Provide guidance on how to manage Governments as Implementing Partners, liaising closely with HQ Legal and NGO units.
  6. Support COs to address oversight and audit recommendations.
  7. Provide training/webinars/information sessions to CO staff as required and equip them to be able to deliver training to CPs.
  8. Contribute to RBB Programme oversight including reviewing, adjusting and documenting the approach in a short paper. Coordinate or contribute programme inputs towards crossfunctional oversight missions.
  9. Under the guidance of RBB Programme advisors for Emergency Preparedness & Response, Climate and School Health & Nutrition, examine opportunities and support collaboration with partners at the regional level in a select number of priority areas.
  10. Provide support to a range of RBB Programme on business processes and planning through coordination and preparation of documents, papers and presentations working close with the Information Management Officer and Head of Programme.
  11. The level of the contract will be determined by WFP based on the skills and experience of the selected candidate.

QUALIFICATIONS AND EXPERIENCE REQUIRED

Education:

  • Advanced University degree in business management or another field relevant to international development assistance, or First University Degree with additional years of related work experience and/or training/courses.

Experience:

  • At least 5 years of direct experience managing partnerships and partnership agreements, in various humanitarian and development contexts. Candidates having 6 or less years of relevant and demonstrable experience will be considered for CST I level and those with longer experience for CST II level.
  • Experience as a programme or project manager in a humanitarian and development context.

Desirable:

  • Familiarity with WFP’s CP/NGO management guidance, partnership principles and modalities, including associated IRM processes is desirable.
  • Familiarity with the WFP technical tools used for CP management and reporting, including WFP’s financial and budget management frameworks, distribution data management is desirable.

Knowledge & Skills:

  • Project Management and Contract Management.
  • Excellent communication (written/oral/presentation) and interpersonal skills.
  • Demonstrates high moral integrity and proven capacity to take initiative, show discretion and autonomy.
  • Strong planning and time management, with a structured results-oriented approach and quality monitoring and reporting.
  • Client focused and builds strong relationships to improve processes and support the strengthening of CO CP Mgmt. function.

Languages:

  • Fluency (level C) in English language.

This position is based in Bangkok, Thailand. Travel will be required, including to difficult locations.
