RESPONSIBILITIES

Reporting to the Deputy Country Director Support or the Country Director, depending on the assignment, your role is to define the Country Office’s Human Resources policy and coordinate its implementation and deployment on all bases in order to provide the best possible support to programs.
Your main responsibilities will be to :
– Define the HR strategy for the mission
– Supervise personnel administration and payroll: oversee the monitoring and termination of contracts, personnel files and their archiving, variable payroll elements, monitor benefits, monitor visas and work permits, produce monthly reports, etc.
– Ensure the recruitment and training of all employees and promote career management.
– Ensure consistency of work organization and define compensation policy
– Implement collective rules and communicate them internally
– Promote and coordinate the department with the mission’s partners
– Prevent and manage fraud and corruption situations to identify risks, raise team awareness, alert in the event of fraud and corruption and implement recommendations made following controls and audits
– Manage and support the HR team hierarchically, and provide technical support to HR managers on the bases

REQUESTED PROFILE

You have a degree in Human Resources, administrative management, social sciences or internal relations. You have a minimum of 5 years’ experience in an NGO and in a similar position, as HR Coordinator, Department Manager or People and Administration Coordinator. You already have experience in developing and implementing HR policies and procedures. You are able to develop strategies and provide strong leadership to the HR team, working cooperatively with colleagues and supervisory staff at all levels. Highly diplomatic, you are recognized for your ability to mediate conflicts under stressful conditions. You have an excellent sense of planning activities and priorities, and are solution-oriented.
A knowledge of Homère, our payroll software, would be highly appreciated, as would previous experience with ACF.
Finally, we are looking for people who are fluent in both French and English. Fluency in other languages used in the countries where we operate would be an asset (e.g. Spanish, Portuguese, Arabic, etc.).

SPECIFIC CONDITIONS / SALARY

– Fixed term contract under French legislation
– Monthly gross salary from 2597 to 2968EUR upon experience
– Reimbursement of the pension insurance for non-French citizens: 16% of the gross monthly salary
– Annual salary increase: 6% increase after and each 12 months of continuous contract
– Monthly per diem and living allowance: according to the Country Office
– Monthly country allowance: according to the Country Office’s security context
– Child allowance: 1500EUR per year per child present in the country of origin (maximum 6000EUR/year)
– Transportation and accommodation: Coverage of transportation costs and guest house
– Medical coverage: ACF covers 100% of the social security, health insurance, and repatriation insurance agreement fees.
– Salary sustainment measures (sickness, paternity, maternity)
– Leaves and RnR: 25 days of paid leaves per year, 20 RnR per year, airfare reimbursement with a ceiling to get to the chosen break destination, and 215 EUR for each RnR period
