JOB TITLE: REALM Manager (Research, Evaluation, Accountability, Learning and Monitoring)

LOCATION: Bogotá – Colombia

POLICY FRAMEWORK FOR THE SAFEGUARDING OF CHILDREN:

Level 3: This position will have contact with children either frequently (one or more times a week) or intensively (four or more days) or during in-country project visits, so background checks on working with children will be conducted.

We need to maintain safe selection processes, so rigorous background checks are included, It reflects our commitment to protecting children from abuse.

The Safeguarding Framework is comprised of three policies and a Code of Conduct: Safeguarding Children Policy, Policy for Protection from Sexual Abuse, Harassment and Exploitation (PSEAH) or Safeguarding Adulthood and Anti-bullying, Anti-discrimination and/or antibullying Policy.

PURPOSE OF THE ROLE:

The REALM Manager position in Colombia will be the technical lead to ensure the quality and performance of our work is in line with the SCI set standards and approaches, bringing immediate and lasting changes in the lives of children in program areas.

The REALM Manager will bring experience and fresh ideas to technically lead REALM team to ensure system implementation, accountability and monitoring, Investigation, review and evaluations, MEAL budgeting, recruitment, as well as support to reporting, proposal writing and log frame development. The post holder will ensure that all Save the Children Colombia and Partner projects are supported to ensure quality, effectiveness and appropriateness of their programmes. It will be important for the post-holder to capture lessons learned, reflect and communicate this information in various capacities to improve on-going and future programming. S/he will guide Save the Children Colombia REALM and Partner teams to maintain an effective monitoring system across all projects and sectors, including the use of beneficiary feedback data, to assure the quality of interventions. The MEAL Manager will lead on building capacity of staff and partners on REALM, with a specific focus on children.

Ultimately, s/he will ensure that the programme with direct support from REALM system has evidence-based knowledge to inform the direction of the programme from assessment and regular programme monitoring documents. Special attention should be paid to the positive and negative impact that interventions have in communities, marginalised and disabled persons. This analysis will need to be made available to all SCI staff and external stakeholders where appropriate.

KEY AREAS OF RESPONSIBILITY:

  • Develop, modify, and oversee all data collection processes in SCC for Save the Children programming; ensuring that data collection approaches and methodologies are contextually relevant and sensitive.
  • Lead MEAL aspects of SCC Annual Planning, Country Strategic Planning, and reporting processes at the Country and Global level, including programme KPI, Total Reach, among others.
  • Align REALM approaches to SCC and its different thematic areas REALM Framework.
  • Support the design and implementation of needs assessment and analysis of programmatic data as well as information collected for humanitarian and development needs assessments.
  • Support with the final design and implementation of the monitoring tool (COMECARE) for all programs.
  • Ensure the timely delivery of reports for the different platforms, RO and SCI.
  • Actively participate in proposal designs and contribute to evidence-based problem analysis,theory of change, log-frame, REALM plans including MEAL specific budgets and tools.
  • Develop a strong learning agenda and oversee that there is constant and high- quality transformation from implementation to organizational Learning
  • Support routine analysis tools such as dashboards, coverage analysis etc to enable analyse and inform strategic decisions.
  • Support audit requirements with REALM inputs and where needed provide evidence/ documentation for projects and program.
  • Maintain and implement robust and efficient documentation and information management systems with clear guideline on data privacy and protection
  • Maintain, implement, and review accountability systems and mechanisms for regular reporting and are used for continued program quality, transparency and learning
  • Contribute to donor reporting with the provision of quality data, information and evidence.
  • Maintain a high level coordination with STE and NBD and other areas of SCC, reports, information management that require MEAL support.
  • Oversee REALM budget and coordinate with REALM Coordinators to ensure timely execution of REALM budget across different programs.
  • All additional duties inherent to the position.

CAPACITY BUILDING

  • Build capacity of REALM and associated program teams in SCC through mentoring, coaching and training on required REALM approaches, standards and tools both in Humanitarian and development setup
  • Liaise with staff in the regional office and at the Centre/global level, to identify and promote REALM capacity building requirements and opportunities, guided by the MEAL Technical Competency Framework
  • Foster an organisational culture that recognises the importance of MEAL, that embraces open thinking, innovation, evidence-based decision making, and an appetite for learning that protects space for analytical thinking and reflection.
  • Participate at the regional REALM Community of Practice by participating in regular calls

REQUIREMENTS:

Education to University degree level (Masters preferred) in a relevant subject (Statistics, Information Management and Analysis, Economics, Social Sciences) or equivalent field experience.

EXPERIENCE AND SKILLS:

Essential

  • A minimum of 5 years of experience working in a similar position in REALM, preferably in a first phase emergency response of which:
  • 2 years of previous experience coordinating and leading quantitative research.
  • 2 years of previous experience in the development and management of REALM tools and reports.
  • Budget development and financial management skills around REALM priorities.
  • Demonstrated experience in leading assessment activities and of designing, monitoring and evaluating integrated programs and sectors of education, child protection and nutrition programmes in emergencies for international NGOs.
  • Proven capacity to supervise, train and coach staff in REALM technical skills and in delivering training to partners.
  • Experience of representation, including on coordination mechanisms (e.g. Cluster or working groups), and working with institutional actors such as the Ministry of Education.
  • A high level of written and spoken English a must.
  • Excellent communication skills.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • Experience in advocacy.
  • The capacity and willingness to be extremely flexible and accommodating.
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
