1. About Rai Matak

The Rai Matak (Green Lands) Program is an exciting new program implemented in partnership with Ho Musan Ida (With One Seed) Foundation, xpand Foundation and local organizations. It builds on the successes Ho Musan Ida and xPand Foundation have had in establishing the first Gold Standard-verified community-led carbon forestry program in Timor Leste. Working with subsistence farming communities to replant their forests thereby creating a carbon store to build local economies, deliver practical education and training in agroforestry and permaculture to create a more sustainable, equal and just world. The program aims to support replication of the Ho Musan Ida model in new locations with several local organizations. It will also support establishment of a Timor-Leste Carbon Foundation and promote Timor-Leste carbon to the world. This project and position is funded by the European Union.

2. Rai Matak Senior Program Manager

The Rai Matak Senior Program Manager is responsible for two key roles: a) managing all components of the Rai Matak Program with guidance from the Rai Matak Steering Committee and under the management of the Rai Matak Foundation Director, and b) providing organizational development support to the new Timor-Leste Rai Matak Foundation and other Rai Matak Program partners. The Manager will work with the Rai Matak Steering Committee made up of key partners to ensure accountability to the Committee and more broadly to all stakeholders. The Manager will be a key point of contact for partners in the program and will support partners and the new foundation with technical support and capacity building. The Manager will also work closely with Oxfam staff and partners at national, municipal and international levels and liaise with the European Union as donor. The Manager will be a champion for the Ho Musan Ida model, Timor-Leste carbon credits, climate justice and disability and gender inclusion. The Manager will also strive to ensure that they and all people working on the program are aware of the agreed partnership principles, principles are followed, and issues arising are responded to together.

3. Salary for Rai Matak Senior Program Manager

• Location : This position is based in in Dili with frequent travel to municipalities • Type of Contract : Fixed-term national package and non-family post. • Category : 1A • Salary : Maximum gross salary for this scale would be $4,209.38 /month including 10% wage tax & 13-month bonus salary, Social Security 10% from Oxfam, medical expenses reimbursement according to Oxfam staff policy. Oxfam reserves the right to offer the salary as per the experience and skills of the applicant. This position is open to both national and non-resident applicants.

4. Skills and Experience require for Rai Matak Senior Program Manager

Experience

• Experience managing enterprise focused or climate change programs. • Proven track record in organizational development, capacity building and mentoring in contexts like Timor-Leste. • Demonstrated experience in leading and motivating teams and stakeholders (internal and external) in the delivery of a program and or enterprise strategy. • Proven track record in organizational and capacity development. • Experience networking with and supporting civil society and working with government. • Influencing track record and ability to negotiate and agree policy positions amongst different stakeholders desirable. • Experience in establishing and implementing Monitoring, Evaluation and Learning Systems. • A university degree in climate change, forestry, environmental studies, organizational development or equivalent and/or equivalent years of professional experience would be high desirable. • Experience working in Timor-Leste or similar context desirable.

Knowledge

• Strong knowledge of institutional donor grant management and project management required. Consortium management experience desirable. • Technical knowledge on forestry, carbon sequestration, climate change and or livelihoods preferred • A strong understanding of international context and debates on climate change and carbon credits would be desirable. • Knowledge of program/project management including planning, monitoring, evaluation, and learning • Demonstrable understanding of gender and diversity issues and proven commitment to and evidence of promoting gender and diversity equity. • A strong commitment to climate justice.

Skills

• Good coordination skills and ability to work across cross cultural teams on shared priorities. • Demonstrable skills in building strong leadership and relationship across various stakeholders • Strong communication skills including facilitation. • High level written, reading and spoken English. • Good written, reading, and spoken Tetum or strong commitment to learn. • Willing to travel to the field regularly
