Summary:

Chemonics seeks a Quantity and Cost Surveyor to support the Partnership Fund for a Resilient Ukraine (PFRU) project in Ukraine. The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

The Quantity and Cost Surveyor will support the delivery of the RECOVER objective through:

  • Supporting the PFRU Chief Engineer to plan and oversee the contracting and delivery of PFRU-supported construction and building and public utility repair projects in recently liberated areas, and management and oversight of PFRU contractors and sub-contractors.

Responsibilities:

  • Reviewing PFRU and local government public utility and building repair plans and preparing quantity requirements.
  • Scrutinising labour and material costs, as well as construction contracts to ensure value for money.
  • Coordinating project delivery with local authorities, PFRU Recovery Advisers, Field Officers and Field Assistants, site managers, architects, public services and utilities, and PFRU and government contractors and subcontractors.
  • Preparing reports, analyses, contracts, budgets, risk assessments and obtaining permits, approvals and other documentation to enable rapid project delivery.
  • Advising PFRU and Oblast and Hromada administrations on improvements and new strategies to increase productivity of early recovery activities.
  • Liaison with PFRU procurement and logistics personnel and contractors to keep track of materials and ensure more are ordered when required.
  • Documenting any design changes and updating budgets.
  • Establishing and maintaining professional relationships with external and internal stakeholders.
  • Traveling to recently liberated areas and PFRU project sites as required.
  • Selected candidate will be engaged ~6 days a month for 6-9 months.

Qualifications:

The Quantity and Cost Surveyor will need to meet the following qualifications and experience requirements:

  • A degree in quantity surveying, engineering, project management or similar and relevant and up-to-date professional qualifications and permits to practice in Ukraine.
  • At least 5 years’ experience in construction estimating or finance in Ukraine or internationally, and a strong understanding of the legal requirements and permissions required for construction in Ukraine.
  • Strong analytical and critical thinking skills, excellent networking, negotiating and interpersonal skills and the ability to organize, plan, and strategize large construction projects.
  • Excellent Ukrainian and good English language skills
  • A valid driver’s license.
