PATH is seeking a qualified Public Financial Management (PFM) Lead for the anticipated Lesotho Millennium Development Authority (LMDA)-funded Health Systems Strengthening, Primary Health Care, and Counter Gender-Based Violence (HSS/PHC/cGBV) Support Activity. The program is expected to achieve improved health outcomes by strengthening the Lesotho primary health care system through: 1) improving the quality and availability of essential primary health services; 2) improved management capacity of DHMTs to plan and deliver PHC services; and 3) and improved services through better data use for decision making at the DHMT level.

The PFM Lead will be responsible for implementing the PFM workstreams, including DHMT planning and financial management capacity building. They will support policy reforms and their implementation at the district level that will improve financial autonomy and management. They will work with the Financing Health Service Delivery Results contractor to ensure that funding secured through the granting mechanism is used appropriately to improve health outcomes and will support tracking of the measurement of these outcomes.

Responsibilities:

  • Leads the design and delivery of evidence-based high-quality health financing technical assistance in collaboration with key project staff, MCC/LMDA, Government of Lesotho, and other relevant national and regional stakeholders.
  • Supervises multi-disciplinary team for the implementation of technical assistance and capacity building interventions for financial autonomy and management, particularly to DHMTs
  • Work closely with project staff and implementing partners to identify, document, and disseminate best practices.
  • Assist the Project Director with all aspects of project operations including technical oversight, human resources, recruiting and training staff, and developing an experienced team with distinct roles and responsibilities.
  • Serve as acting Project Director when necessary; represent the project before MCC/LMDA and project stakeholders as necessary.

Required Experience

Required Qualifications:

  • Advanced degree (Masters or above) in Health Finance, Health Economics, Business Administration or other relevant field.
  • At least 7 years of experience working in PFM initiatives or projects, especially in the health sector
  • At least 2 examples of successful PFM technical assistance (e.g., reforms implemented, new policies passed, quantifiable improved financial management)
  • At least 4 years’ experience with PFM public health system projects or initiatives.
  • Demonstrated expertise to work collaboratively
  • At least 8 years demonstrated successful experience leading teams or workstreams. At least 2 examples of team or workstream outputs or results achieved should be cited.
  • Strong verbal and written skills in the English language
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects
  • Demonstrated proficiency in the use of Microsoft Office Suite

Desired Experience:

  • Understanding or experience working on MCC-funded projects; previous experience leading (or managing) USG contracts
  • At least 5 years’ experience providing technical assistance to government ministries.
  • At least 4 years’ experience working for a donor or on a project funded by a donor
  • Experience conducting National Health Account exercises
  • At least 2 years of experience working with the health system in Lesotho or sub-Saharan Africa, in-person or remote, desirable.
  • Experience using human-centered practices
  • Experience in mentoring technical and non-technical staff
  • Understanding of international public health
