Triangle Génération Humanitaire (TGH) is an international non-governmental organisation (NGO) designing and implementing emergency, post-emergency and development programs since 1994. The programs fall within the fields of water, hygiene and sanitation (WASH), civil engineering (Shelter), food security, rural development (Livelihood), socio-educational and psychosocial support (Protection). In 2019, its committed teams operate in 9 countries in Asia, Africa and Middle-East Region.

 TGH has been working in KR-I since June 2013, providing WASH in schools, winterization distribution, cash for education, Case management and psychosocial support as well as livelihood activities to Syrian refugees and IDPs. Following a 4-year project to build the capacity the General Directorate of Social Care and Development (GDSCD, more commonly referred to as DoSA / Ministry of Labor and Social Affairs (MoLSA) in the Kurdistan Region of Iraq (KR-I), the Social Protection Department in Ninewa and a National NGO in the Centre and South of Federal Iraq, the present project has been designed to continue the strengthening of the child protection services provision (notably of case management and SPSS) in KR-I and Federal Iraq by continuing to reinforcing the capacities of government and non-governmental social workers and NGOs in all governorates of KR-I, and Ninewa.

JOB OBJECTIVE :

The PSS Capacity Development Coach as part of the Capacity Development Team participates in strengthening MoLSA/DoSA’s implementation of structured child protection case management services provision in the Kurdistan Region of Iraq (KRI). The PSS Capacity Development Coach will be responsible for technically supporting the implementation of structured PSS Toolkits, providing one-to-one on-the-job support to PSS facilitators using PSS (structured and non-structured PSS) to vulnerable children and their families, and for carrying out technical observation of implementation of harmonized structured PSS toolkits. The PSS CDC also supports the Capacity Development Team in the provision of all other activities designed to support the Ministry of Labour and Social Affairs (MoLSA) and DoSA toward more effective and sustainable practices in PSS, child protection and case management. He/she is under the responsibility of the Child Protection Capacity Development officer

Tasks and responsibilities

Responsibility 1: Capacity Development activities

Task 1- Technical support, follow up and guidance of DoSA Social Workers/PSS facilitators implementing structured and non-structured PSS activities:

  • Conduct an observation of DoSA’s ongoing PSS activities in KRI as well as the needs and gaps in DoSA’s areas of intervention, including facilitation Peer to Peer Discussions with DoSA PSS facilitators already implementing structured PSS to ensure a participatory approach. Provide detailed recommendations for the project development.
  • Undertake technical assessment of current DoSA PSS staff and teams. With support from Capacity Development Management Team, prepare structured capacity development plan for DoSA staff.
  • Provide technical guidance, observation and feedback to psychosocial worker such as PSS facilitators, PSS volunteers, and community mobilizers on Structured and semi-structured Psychosocial Support activities according to endorsed (Child Resilience, Youth Resilience, Adolescent Girls Toolkit, Little Fellow, Win Win DEAL, and IDEAL).
  • Ensure that all protection issues are well known and dealt with by DoSA Social Workers/PSS facilitators.
  • In line with appropriate SOPs (Standard Operating Procedures), monitor the PSS activities implemented by DoSA Social Workers and PSS facilitators.
  • Ensure that SWs and PSS facilitators advise and raise the awareness of the parents on children’s well-being and children’s rights.
  • Ensure effective and improved coordination between DoSA Social Workers and other agencies to provide the adequate support of the children.
  • Support DoSA Social Workers and PSS facilitators in the identification of cases and monitor the identification of children at risk, according to standard vulnerability criteria.
  • Provide technical feedback sessions to DoSA Social Workers and PSS facilitators directly after coaching sessions.
  • Monitor the proper data management of the cases by DoSA Social Workers and PSS facilitators.
  • Support DoSA social workers and PSS facilitators on awareness activities (household level and larger events) based on an action plan, provide and adapt awareness methodology and content in accordance with the public.
  • Ensure awareness activities are implemented in a safe environment and promote an equal treatment of the beneficiaries.
  • Support DoSA social workers and PSS facilitators to Identify existing structures or create Community–based Committees (Child Protection Committee, Youth Committee…), select participants and write Terms of Reference for the Committees.
  • Support DoSA team in the implementation of PSS and recreational activities based on active participation and creativity stimulation of the children including educational objectives, methods and work plan.
  • Task 2- Support the CDO in the development and provision and/ or co-facilitation and/or directly provide training sessions (on Child protection and PSS topics) to partners.

    Task 3- Work with Capacity Development teams to organize and co-facilitate regular exchange of experience sessions with the partners (practice analysis sessions, peer-to-peer groups, workshops) on the selection of the structured PSS toolkits.

    Task 4- In collaboration with CDO, taking part of DoSA PSS capitalization annual plan and developing new PSS guidelines, tools and activities.

    Task 5- Participate in the development of lessons learned and best practices and contribute relevant information to project reports.

    Task 6- Suggest improvements for all activities especially PSS activities, including sensitization sessions.

    Task 7- Implement lesson learnt and good practices shared in the PSS task Force and bring relevant inputs to TGH to improve DoSA PSS intervention.

      Responsibility 2: Reporting, communication and documentation

     Task 1- Participate in weekly meetings in area of operation, as well as team workshops regarding the activities of the project, upon request by supervisors.

    Task 2– Provide daily report to the CDO and report any developments or changes of circumstance regarding the context and actors

    Task 3- Ensure efficient and accurate update of all coaching and monitoring tools.

    Task 4- Maintain the documentation of trainings and peer to peer sessions (pre- / post-test, attendance sheet, evaluation, report) and coaching sessions (coaching session reports, attendance, coaching database).

    Task 5-Keep all files well-organized and secure

     Responsibility 3: Logistics and administration

     Task 1- Support the CDO in the organization and facilitation of trainings, meetings, peer to peer sessions and workshops (quotations, printing of materials, availability of equipment, booking of meeting room and catering, liaison with the hotel, payments etc.)

    Task 2- Translate resources and communication documents from Arabic to English and vice versa, when requested.

     Responsibility 4: Participate in the development of new projects

     Participate in the needs assessments for new projects, when requested.

     

    This list is not exhaustive and other tasks may be requested as the supervisor may judge necessary.


Qualifications & Preferred Skills

 

 

  • Significant professional experience, at least 2 years of working in PSS for international NGOs, or UN
  • Strong experience in Psychsocial Support (PSS), Psychological First Aid (PFA), Gender Based Violence (GBV) concepts and tools
  • Strong experience in running PSS activities and Community Based Approach activities
  • Degree in Psychology, Sociology or Social Work is required
  • Proven experience of working in capacity development is a strong asset
  • Proven experience of development and facilitation of trainings
  • Strong knowledge on Child Protection, Structured PSS toolkits (Little Fellow, Adolescent Girls, Child Resilience and Youth Resilience Toolkits) and PSS concepts and tools
  • Knowledge on the Ministry of Labor and Social Affairs (MoLSA) and of the Directorate of social care (DoSA) is an asset.
  • Strong capacity to work without constant supervision.
  • Patient and strong communication and social skills to establish trusting relationships with the teams and partners.
  • Strong Computer skills (MS Office).
  • Strong organizational and reporting skills.
  • Very proactive, positive and flexible.
  • Strongly motivated by and committed to humanitarian work and capacity building activities.

Languages: Mandatory: Fluency in written and spoken Kurdish (Badini) and Arabic (English is asset)
