Program / Department Summary :
Since 2003, Mercy Corps has been engaged in Iraq to help Iraqis with the rebuilding of their country and to
carry out emergency humanitarian assistance programs. Mercy Corps Iraq operates in all eighteen
governorates throughout Iraq. Mercy Corps in Iraq has focused on improving water and sanitation
conditions; rebuilding public infrastructure; distributing relief items; providing emergency medical services;
expanding awareness of public health and hygiene; improving education; generating income. Mercy Corps
focused on transformative community development methods that actively engaged citizens and local
government in the rebuilding of the country. Among these programs Mercy Corps is particularly proud of its
initiatives to help members at every part of society gain access to information technology; to encourage the

General Position Summary
The Grants and Compliance Coordinator is responsible for managing the Grants, Compliance and
Capacity Building aspects of Grants and Sub awards issued by Mercy Corps under the Consortium
“MYRP, Education Cannot Wait”, Working with a diverse set of international and local partners at all levels
of public, private and civil society, there is a need to strengthen programmatic and financial support to
partners to enable more robust growth and development of sub-grantees. Compliance with the donor
regulations and Mercy Corps internal policies and procedures is a critical part of the capacity building
process and essential to enable sub-grantees to develop strong systems that will help in the delivery of
programmatic interventions. The Grants and Compliance Coordinator oversees the complete grant
management aspects of the award including sub-award issues through the consortium. S/he works under
the supervision of Sub-awards and Compliance Manager with a technical reporting line with the
Consortium/Program Manager and Finance Director. In addition, the Grants and Compliance Coordinator
will establish links to our Global Headquarters through regular consultation with Mercy Corps’ compliance
and legal departments in Portland (PDX).
Essential Job Responsibilities
STRATEGY & VISION

to countrywide strategy development.
PROGRAM MANAGEMENT
Grants Management
• Understand and ensure proper implementation of donor terms and conditions and translation these
for the program team on demand driven basis.
• Support Program Development and Grants Reporting manager is reviewing of data, partner reports
and means of verification.
• Ensure effective, efficient, timely and correct communication is shared with the team on a regular
basis.
• Regular field visits are conducted to partner offices and site visit reports are prepared and
submitted.
• Support the team, in timely preparation and submission of revisions and modification and facilitate
the approval process.
• All data related to prime award, Mercy Corps and Partners is reviewed and archived
Sub Awards Management:
• Understand and follow the guidelines mentioned in Mercy Corps Subaward Financial Management
Policy.
• Work in close coordination with the sub awards and compliance manager to ensure effective and
efficient due diligence of partners. Assign the right risk level to the partner
• Ensure that correct type of sub award agreement is selected for the partners, that is in line with the
findings and recommendations of the due diligence
• Develop corrective action plans for the partners and implement them
• Participate in the startup meetings/kickoff meeting
• Ensure that the terms and conditions set forth in the sub award agreement are understood, followed
and proper compliance is adhered to the terms and conditions.
• Maintain close coordination and communication with the partners and the program/finance teams.
• Ensure that reports are submitted by the partner in line with the reporting schedule. Review and
validate periodic reports submitted by the partners and follow the approval processes
• Develop sub-recipient monitoring plans, conduct financial monitoring of sub-recipients. Visit subrecipients
and produce regular financial monitoring visit reports.
• Prepare and submit periodic fund requests of partner in accordance with the payment schedule
• Maintain the Navigator for subaward expense posting and review
• Responsible for sub-award financial close-outs, including ensuring that all requirements of the subaward
agreement have been met and that sub-award funds have been properly settled.
• Maintain and update sub awards tracker
Partnership & Partner Capacity Building:
• Conduct capacity assessment using OCI tools and develop a coherent Capacity building plan for the
partners and execute the plan
• Provide guidance and technical support for sub-award capacity building through provision of support
to partner organizations as required and in coordination with the relevant program team.
• Support the Sub awards and Compliance Manager to refine organizational development tools and
recommend best approaches for partner capacity development based on existing Mercy Corps
knowledge and experience.
• Provide on job support/ capacity building as well as deliver grants management training to build
partner capacity and technical competencies.
• Provide technical guidance to develop/strengthen the partner organization’s grants and compliance
management systems and structures (for local NGOs)
Compliance:
TEAM MANAGEMENT

FINANCE & COMPLIANCE MANAGEMENT
• Ensure that prime award and sub-awards are executed in alignment with the prime award
agreement and the applicable donor regulations, staying abreast of changes in the regulatory
environment related to donor/grant compliance.
• Develop maintain and update the risk register.
• Ensure timely and accurate submission of approval requests to the donor and MC HQ.
• Prepare and maintain internal and donor compliance-related reports.
• In coordination with the Subawards and Compliance Manager provide regular compliance guidance
and consultations to sub-recipients on a demand-driven basis.
• Ensure that any suspensions related to Fraud and Corruption are reported immediately.

Qualifications & Preferred Skills

 

Knowledge and Experience
• A bachelor’s degree or equivalent in relevant field Accounting, Finance, commerce or social
sciences.
• At least 2 to 3 years of relevant experience in grants and sub award management. Experience of
working in a consortium is preferred.
• Strong working knowledge of donor compliance- USAID, FCDO, EU, GIZ and etc.
• Strong skills and experience working on donor funded grants and sub awards
• 2-3 years of experience in Program narrative and expense reporting
• Advanced computer skills in MS Office programs, particularly Excel.
• Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
• Excellent oral and written English skills required.
• Ability to work effectively with an ethnically diverse team in a sensitive environment.
Success Factors
The successful candidate will have an ability to interact effectively across international and national program
teams successfully. S/he will be able to support programmatic objectives with timely and meaningful
financial information, have a demonstrated ability to multi-task, meet deadlines and process information in
support of changing program activities. Willingness and ability to enforce compliance with Mercy Corps and
donor policies and procedures is essential. The Grants and Compliance Coordinator must be willing to
travel regularly to Mercy Corps field offices and project sites. The most successful Mercy Corps staff
