JOB CONTEXT:

HI has set up a two-country program covering Ukraine and Moldova. Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are the following:

  • Health: HI aims to improve access to quality physical rehabilitation and mental health and psychosocial services (MHPSS) for conflict-affected vulnerable population. To this extent, HI will deliver health service provision to persons with injuries or disabilities while also strengthening the capacity of existing health structures.
  • Protection: Given the scale of humanitarian and protection needs, HI will intervene at various levels including in communal settings and in the community to ensure that vulnerable conflict-affected populations have access to multi-sectoral services tailored to their needs. This will be based on an analysis of existing services, and on an Identification/Assessment/Referral mechanism, which will allow both access to most vulnerable and excluded populations and referrals to internal and external services tailored to address their needs.

In addition, HI aims to foster a disability-inclusive humanitarian response through evidence-based advocacy and capacity building of humanitarian actors and coordination mechanisms. This falls under HI’s Inclusive Humanitarian Action mandate.

  • Armed Violence Reduction: Recent and ongoing attacks dangerously exacerbated Explosive Ordnance (EO) contamination in Ukraine. In light of this, HI will conduct a multi-pronged approach to EO risk education and Conflict Preparedness and Protection (CPP), adaptable to the evolution of the conflict and humanitarian.
  • Basic needs: to respond to the most acute needs for displaced households hosted by the local population or living in collective settings, HI will provide hygiene and non-food item kits, with an approach various modalities of intervention including in-kind and/or cash-based transfers. HI will also deliver multi-purpose cash assistance to vulnerable conflict-affected populations, to enable them to meet their basic needs.
  • Humanitarian-to-humanitarian logistics (ATLAS Logistique): To facilitate the delivery of humanitarian assistance as close as possible to the most affected populations, HI will propose mutualized storage and transportation services to other humanitarian actors – with a specific focus on “last-mile transportation”.

JOB DESCRIPTION:

In Dnipro, HI has set up an operational base to cover implementation in Dnipro and other areas in eastern Ukraine. HI intervenes at hospital level in Dnipro, supporting capacity building of health professionals to ensure quality specialized physical and functional rehabilitation care for the injured. HI is also building up a response to support conflict-affected populations, specifically vulnerable populations, through a multi-sectoral approach at collective centres/transit centres, institutions, and community levels to ensure that their health (MHPSS, Physical & Functional Rehabilitation), protection (Protection Mainstreaming, Identification/Referrals, Explosive Ordnance Risk Education) and other basic needs are addressed as per their specific needs. Finally, through ATLAS Logistique, HI is supporting the delivery of humanitarian assistance to areas most in need, focusing on shared services both in terms of storage and last-kilometer transportation.

Reporting to the Senior Project Manager, as Protection Manager, you contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in Ukraine. You are responsible for implementing your project and to ensure optimal quality and the impact of the project implemented by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, as project manager you share responsibility for the sound management and effective functioning of the global organization.

Practically speaking, as Protection Project Manager, you are responsible for adapting and deploying tools associated with multi-sectoral assessments in the East, and for managing the planning, implementation and follow-up of all assessment activities, further managing logistics, financial, administration and HR processes directly related to these assessments. You will manage a team of social workers, in charge of conducting initial multisector assessments and closely liaise with the response teams, both internally and externally.

YOUR MISSION:

With the view to ensure relevance and quality of programming in response to the Ukraine Crisis, HI is sending a Protection Manager to ensure protection is mainstreamed in all HI sectors of intervention and implement protection activities in various settings at structure and community levels in line with HI’s operational strategy. The specific missions are:

  1. Management and coordination
  2. Strategy and steering contribution to the development of the programme’s operational strategy
  3. Operational implementation
  • Ensure the implementation of the project, in line with the logical framework and allocated budget
  • Ensure that project implementation complies with the existing frameworks
  • Ensure project monitoring, evaluation, accountability and learning
  • Ensure project data management
  • Coordinate the teams involved in the project
  • Contribute to external project communication
  1. Any other service / task in connection with the programme that may prove necessary

YOUR PROFILE:

With at least 3 years of experience in project management in challenging humanitarian contexts,

  • You have proven experience in implementing protection programming
  • A specific knowledge of international protection standards is valued
  • You have proven managerial experience and are acknowledged in fostering teamwork
  • You demonstrate a good ability empowering and developing others
  • You have great planning and organizational skills; you are results oriented
  • You show excellent communication skills (oral and written)
  • You show a good analytical thinking

CHARACTERISTICS OF THE POSITION:

This position is located in Dnipropetrovsk with travel to other areas in the East as per need/security situation/programme priorities. The security situation in Dnipropetrovsk remains stable. Markets, restaurants and cafés are open and life continues as normal. There is a strict curfew from 11:30 pm to 6:00 am. There have been a few attacks by ballistic missiles since the beginning of the war on the airport, military and logistic installations in the periphery without any impact on the city center. The closest frontline is 130 km away, completely out of range for artillery or terrestrial attacks. HI staff in Dnipropetrovsk at the moment sleep in individual rooms in a hotel. We are opening an office at a few minutes of walking distance from the hotel. There are at least 20/30 restaurants and cafés within walking distance, with different styles of quality food, as well as a big public park and a mall.

  • 3 months (renewable) International contract starting from 1st December 2022
  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution ; Repatriation insurance paid by HI
  • Salary from 2450€ gross/month upon experience
  • Perdiem: 527,02 € net/month – paid in the field; Hardship: 500 € net/month paid with your salary
  • Paid leaves: 25 days per year; R&R: 5 days every 8 weeks => + possible transport/package support.
  • Position: unaccompanied; Payment for travel costs (air ticket & visa)
  • Housing: Collective taken in charge by HI
