DRC Poland is looking to recruit a qualified, flexible, and enthusiastic professional for the position of Protection Project Manager to be responsible for the overall implementation and management of the Protection Monitoring project including coordination with partners in areas where DRC does not implement directly. The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement-affected populations based on humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and the neighboring countries of Poland, Romania and Moldova, and wider Europe. Due to the ongoing conflict that began in February 2022, DRC opened offices in Poland, Moldova, and Romania to provide support to the displaced population in partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

About the Job

The role of the Protection Project Manager will have a country focus and ensure compliance with DRC procedures and guidelines within the country. Reporting to the Protection Manager, the incumbent will contribute to the development of country strategies, which will be translated into action plans and day-to-day tasks as well as provide support and/or technical guidance to country operations while overseeing country activities specific to the protection monitoring.

Project Coordination and Implementation

  • Coordinate the work of the protection monitoring mobile teams and support them in the planning, implementation, and monitoring of project activities in line with agreed guidelines/SOPs.
  • With the support of the Protection Manager develop and roll out relevant project management tools such as work plans, procurement plans, monitoring plans, and IM tools.
  • Work closely with the Information Management Specialists to set up relevant data processes to enable quantitative and qualitative analysis.
  • Develop consolidated narrative reports which feed into advocacy products and support team leaders in developing area-specific reports.
  • Closely collaborate with area support services officers to support the timely procurement and delivery of necessary project equipment and supplies to partners, HR, and administrative procedures.
  • Coordinate overall budget monitoring, financial management, and expense control at the area level for the project activities, including compliance with minimum DRC and donor requirements. • Maintain the project risk registry and escalate high-risk areas to senior management.
  • With the support of the Protection Manager, take leadership of the Protection Monitoring project in terms of high-quality and timely deliveries, narrative reporting and financial overviews, close cooperation with donors, government counterparts, and coordination mechanisms on site and in synergy with other DRC interventions in the area.

Accountability and Reporting

  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives within relevant project programs as well as strengthen the effort to document the impact of activities.
  • Consolidate inputs from area coordinators for periodical reporting and provide needs-based support in reporting at the area – level.
  • Ensure compliance with internal and external reporting requirements including procurement.

Coordination and Representation

  • Coordinate the work of the advisory group guiding the development of the protection monitoring approach, methodology, and tools.

Program Development and Strategy

  • Representation of DRC and active participation in sectoral and relevant working groups.
  • Identify recommendations on technical assistance and capacity exchange and lead their implementation with the support of relevant staff.
  • Oversee knowledge sharing across area teams, document programmatic learning, and ensure that monitoring and evaluation results are understood and used to improve programs.
  • Contribute to the development and growth of the DRC Protection program and feed into country-wide strategy development.

About You

To be successful in this role we expect you to have a minimum of 4 years of relevant, proven work experience in international NGO projects and demonstrable experience in the area of protection and/or human rights, social work, information management, and/or advocacy. Moreover, we also expect the following:

  • A Master’s degree in social sciences, anthropology, international development, economics, or a relevant field.
  • At least 2 years of proven experience in people management.
  • Full professional proficiency in English, proficiency in Polish and/or Ukrainian, and/or Russian is highly desirable.
  • Excellent writing and editing skills for external audiences (including governments and donors).
  • Experience in producing high-quality technical material (training material, program tools, proposals, strategic documents, etc.) • Experience working with Monitoring and Evaluation.

We Offer

Contract length: November 2022 – April 2023, with the possibility of extension depending on the availability of funding.

Band: Management, F

Duty base: Warsaw, with travel to the region.
