Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Regional Health Assessment Coordinator (ECA) in Warsaw and in close coordination with Operations and Resettlement Unit in Warsaw, at the Regional level, the Migration Health Officer will be responsible for assisting the RHAPC in development, coordination and oversight of Migration Health Assessment Programmes (HAPs) and travel health assistance for refugees in the Region, with the particular focus on the International Organization for Migration (IOM) health activities within the US Refugee Admission Program (USRAP), development and implementation of the regional quality management system for HAPs, as well as outbreak response efforts, including work to restore safe human mobility amid and post COVID-19 pandemic.

Core Functions / Responsibilities:

  1. Support to MHD Poland/Ukraine

Organize and supervise the migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of:

  1. Medical examinations;
  2. Imaging;
  3. Laboratory testing;
  4. Vaccinations;
  5. TB management;
  6. Treatment and referrals;
  7. Pre-departure procedures and medical movements;
  8. Documentation, certification and information transmission; and,
  9. Other technical areas as may be required.
  10. Ensure that the infrastructure and equipment of HAP premises meet professional standards of quality and safety and are sufficient and adequate for provision of the services.
  11. Ensure that human resources and HAP organizational structure are sufficient and adequatefor the planned levels of health assessments and that the staff has necessary qualifications and skills. Establish a sufficient network of external human resources, such as consultants and medical escorts, to support health assessment process and travel assistance.
  12. Assist Europe and Central Asia ( ECA) Regional Quality Assurance Focal point inestablishing and maintaining a system of quality improvement for each service area. Undertake quality control activities on a regular basis, including practice observation, regular supervisory visits to all facilities/teams involved in the health assessment operations, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators.
  13. Ensure implementation of the global IOM Standard Operating Procedures (SOPs); create andimplement country-specific SOPs for each service area. Ensure proper reporting and management of incidents according to the Guidance Note for Incident Management.
  14. Incorporate additional public health interventions in the HAP context. Such interventions may include surveillance for communicable diseases, outbreak preparedness and response, health education and health promotion, public health services for host communities, liaison with public health institutions and other activities.
  15. Maintain confidentiality and security of migration health data in accordance with the IOM Data Protection Principles.

Regional Portfolio

  1. Provide support to the Regional Health Assessment Programme Coordinator (RHAPC) in coordinating all technical aspects of Regional USRAP health activities with, the Resettlement Support Center (RSC) in Eurasia (RSC Ukraine and HIAS Austria), Chiefs of Missions, and Country Migration Health Officers including monitoring quality aspects of the CO’s.
  2. Contribute to the review and enhancement of the quality management plans for all Heath Assessments (HA) and related programmes in MHDs of ECA based on the global quality framework for HAPs in close coordination with Regional MHD Unit .
  3. Organize and coordinate the data collection, analysis and reporting system for all Migration Health Assessments related operations in ECA.
  4. Provide support and advice to the RHAPC and Country MHD Coordinators in the management of medical movements and individual follow-up on medical cases as necessary. This may include assisting the Regional Team in planning and coordinating activities with IOM Operations and field staff, including IOM and non-IOM panel physicians as well as organising and supervising mobile medical teams.
  5. Support RHAPC in providing guidance to the country MHD Focal Points in establishing internal and external partnerships in the implementation and monitoring of HAP and other relevant IOM health activities, including vaccination and outbreak response activities in the Region
  6. Utilize and analyse migration health data to manage quality of HAP and other health projects. Train the staff in use of global and regional data and reporting tools for quality management. Develop a data collection strategy for health projects beyond HAP (e.g. COVID-19, emergency health related) in ECA in coordination with the Head, Regional Data Processing, Analysis and Follow-up Unit.
  7. Prepare administrative and programme reports, inclusive of assistance in budget preparation and human resource management as requested.
  8. Liaise with the external partners such as health authorities of the receiving countries as wellas other relevant counterparts.
  9. In collaboration with Regional Office (RO), the Regional Thematic Specialist (RTS) and the RHAPC, represent the Organization and promote IOM health activities and IOM’s Regional Strategy in meetings, workshops, international conferences and as required write reports, presentations and background documents on behalf of the MHD.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • University degree in Medicine, from an accredited institution with seven years of relevantprofessional experience; or,
  • University degree in Medicine, from an accredited institution and a Master’s degree in Community and Public Health, Medical Specialization in Infectious Diseases, Epidemiology, International Health, Tropical Medicine or related field from an accredited academic institution with five years of relevant professional experience.

Experience

  • Minimum of seven years professional experience in management of health programmes or systems, related to migration health, of which five are at in international level, preferably in developing countries;
  • Experience in migration health assessment programmes is a distinctive advantage;
  • Formal training or demonstrated experience in conceptualization, evaluation or implementationof public health programs is mandatory; and,
  • Demonstrated experience in application of quality management principles is mandatory.

Skills

  • In depth knowledge of the broad migration health related areas dealt by the organization.
  • In depth knowledge of migration health portfolio, particularly health assessment programs
  • Knowledge of data management and analysis
  • Public health skills

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Polish, Ukraine, and/or Russian is an advantage.
