Job Purpose

The PGI Delegate will strengthen the programmes, projects, disaster preparedness and response activities, migration response by building the understanding and technical capacity of IFRC and National Societies in their mission of avoiding doing harm, mainstreaming DAPS (dignity, access, participation, and safety) principles and Minimum Standards, as well establishing safeguarding procedures and mechanisms.

Likewise, the PGI delegate will contribute to create a safe and inclusive environment supporting the enhancement or establishment of multi-sectorial humanitarian responses that help addressing protection needs, mitigating and preventing risks, and recognizing capacities and agency of affected communities.

The position will engage with National Societies in order to strengthen collaboration within the Movement and with external mechanisms, so to position the NSs among other international actors in PGI fora (i.e. clusters and working groups).

Job Duties and Responsibilities

  • Act as the focal point and resource person on protection, gender and inclusion
  • Provide technical advice on integrating PGI into programmes, projects and humanitarian responses
  • Enhance internal awareness and capacity of IFRC team in relation to protection, gender and inclusion matters
  • Contribute to the development and roll out of standard IFRC training and other resources on protection, gender and inclusion
  • Design, implement and facilitate training/workshops for managers, staff and volunteers in IFRC and National Societies based on existing standard IFRC trainings on protection, gender and inclusion, and those which are being developed
  • Support relevant National Societies providing humanitarian assistance in response to the EQ in Türkiye to promote the dignity, access, participation, and safety of all persons across their operations, based on their different needs, capacities, and vulnerabilities, and without discrimination
  • Strengthen National Society capacities and protective mechanisms on a long-term, leveraging their knowledge and competences in PGI as part of their development process
  • Support NSs to be active protection actors and coordination mechanisms
  • Disseminate knowledge, products, operational tools and guidelines on protection, gender and social inclusion
  • Coordinate with Regional and Global IFRC PGI mechanisms and networks
  • Coordinate with the ROE Office and closely collaborate with it to guarantee alignment and integration with ROE work
  • Encourage and support the implementation of child protection activities amongst National Societies, especially in regards to child friendly spaces.

Duties applicable to all staff

  1. Actively work towards the achievement of the Federation Secretariat’s goals
  2. Abide by and work in accordance with the Red Cross and Red Crescent principles
  3. Perform any other work-related duties and responsibilities that may be assigned by the line manager

Education

Required:

  • Academic qualification or equivalent professional training in community development, social work, legal and human rights, social science, public health or any other related field.

Experience

Required:

  • At least 3-5 years of experience working with protection, gender and/or gender-based violence, including safeguarding
  • At least three years of field experience in humanitarian settings, involving migration issues
  • Extensive experience with providing inputs to ensure that protection and gender/GBV are mainstreamed in humanitarian programmes throughout the project cycle
  • Have extensive experience with facilitating group and on-the-job trainings in international settings, with good knowledge of the adult learning cycle
  • Demonstrated coordination or team management experience in an organization within the Red Cross and Red Crescent Movement, or in an international organization or NGO
  • Demonstrated experience inapplying humanitarian protection/gender/accessibility standards and guidelines in a range of contexts.
  • Experience in basic case management, including survivor-centered approach, referral and data protection
  • Demonstrate knowledge in safeguarding principles and mechanisms, like PSEA and Child Safeguarding

Preferred:

  • Work experience with IFRC or a Red Cross/Red Crescent National Society

Knowledge, Skills and Languages

Required:

  • Good knowledge of international humanitarian standards on protection, gender mainstreaming and GBV, and relevant working tools
  • Broad understanding of PGI issues in emergencies contexts
  • Strong ability to incorporate PGI related systems and processes into operations and programmes, considering the context and low resource environments
  • Excellent communication and active listening skills
  • Strong skills in assessment and analysis
  • Culturally competent with excellent ability to work effectively as part of multicultural teams and engage in a respectful, considerate manner with local staff and communities.
  • Extremely flexible and adaptable, at ease in ambiguous high intensity emergency environments.
  • Well-developed ability to analyse situations and prioritise/ make decisions accordingly.
  • Strong skills in coordination and advocacy
  • Fluently spoken and written English

Preferred:

  • Good command of another IFRC official language (French, Spanish or Arabic)
